General Engineer/Architect (Senior Project Manager)

You will serve as a Senior Project Manager in Project Management Team 2, Programs & Project Management Division, Planning, Design & Construction Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Duties

• You will administer project management and related services to support the asset management of facilities and utilities infrastructure.
• You will coordinate construction operations between contractor and supported command, installation, or client to ensure timely completion of project.
• You will coordinate efforts of team members to bring about rapid completion of design and construction within the funds available.
• You will create written technical documents (e.g., technical reports, specification changes) to maintain accurate and up-to-date project files.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
• Time-in-grade requirements must be met by the closing date of this announcement.
• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
• Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
• Current registration as a Professional Engineer (PE) or Architect (RA) is required.

Qualifications

• SELECTIVE PLACEMENT FACTOR (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico.
• Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:
• Leading project teams with responsibility to coordinate and manage scope, schedule, and budget for facilities design and construction;
• Coordinating all phases of facilities design and construction independently within constraints and stakeholders requirements;
• Independently facilitating sensitive stakeholder discussions and resolution of complex project problems exercising sound judgement;
• Independently developing, monitoring, and controlling schedules in coordination with stakeholder's requirements and commitments;
• Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings, and unscheduled data calls independently;
• Coordinating the development and implementation of project acquisition plans in alignment with enterprise goals, legal constraints, and best practices.

Education

• Successful completion of a professional engineering degree or current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
• Successful completion of a bachelor's or higher degree in architecture or a field related to architecture that included 60 semester hours of course work in architecture or related disciplines.
