Supervisory General Engineer

You will serve as a SUPERVISORY GENERAL ENGINEER in the UEM PRODUCT LINE (PW6) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

• You will oversee goals and objectives for the work directed; manage organizational changes the structure and content of the program; and exercise discretionary authority to approve the formulation and execution of the Utilities budget.
• You will oversee the overall planning, direction and timely delivery of utility, energy, and facility services within NAVFAC.
• You will provide administrative oversight of the Region's Energy program as required.
• You will balance workload by shifting work assignments or resources to achieve the most effective work operations.
• You will provide expertise in identifying and validating projects and their impact to the utility and facility systems, assisting in strategic energy program shaping, and providing administrative support and control to the position.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.

• Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to possess and maintain a current valid United States driver’s license.

Qualifications

• Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico.
• In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
• Specialized experience must demonstrate the following:
• Applying engineering theories/principles/concepts/standards/methods to implement standard practices, equipment, devices, processes, and techniques in the areas of Utility procurement, Utility load analysis and forecasting;
• Developing new approaches to solve utilities ownership and energy management problems that involve utility operations and energy conservation initiatives;
• Monitoring project and program execution and maintain established schedules and goals;
• Planning/directing/coordinating/and controlling utility operations;
• Determining/making work assignments, establishing priorities and deadlines;
• Monitoring project and program execution and maintaining established schedules and goals.

Education

• Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
• Successful completion of a professional engineering degree. To be acceptable, the program must lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or include differential and integral calculus and courses in five of the following seven areas of engineering science or physics.
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
• Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.
• Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
• Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

• The work requires site visits to inspect and assess utility plants and systems that involve considerable physical exertion resulting from long periods of standing and climbing structures in power plants.
• The work requires agility and dexterity, and an ability to cope with extensive travel.
