Supervisory Supply Management Specialist

You will serve as a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST in the Public Works Business Line of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties:

• You will plan work to be accomplished by subordinates, set and adjust short-term priorities of GCPC Buyers to include daily activities of purchasing and receipting, and prepares schedules or completion of work.
• You will hear and resolve complaints from employees, or refer group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
• You will recommend awards or bonuses for non-supervisory personnel and changes in position classification, subject to approval by higher-level officials.
• You will be responsible for reviewing purchase cardholder's monthly statements while serving as a liaison with the Agency Program Coordinator (APC).

Requirements:

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
• Time-in-grade requirements must be met by the closing date of this announcement.

• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position.
• You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
• You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Understanding of federal procurement regulations, with specific experience in applying Simplified Acquisition Procedures (SAP);
• Executing and reconciling procurements using a Government Purchase Card (GPC) and other methods like purchase orders and blanket purchase agreements;
• Analyzing vendor quotes, determining responsiveness, and administering procurement actions from solicitation to closeout;
• Coordinating with internal customers and vendors to resolve procurement issues, such as billing errors, delivery delays, and non-compliance.
