Supv Community Planner/Natural Resources Specialist/Environmental Engineer/Physical Scientist

You will serve as a Supervisory Environmental Planner in the Environmental Planning and Conservation Product Line, Environmental Production Support Division of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Duties

• You will supervise, oversee, and lead environmental planning and associated decision-making.
• You will provide environmental planning consultation services, technical guidance, and general assistance to supported activities regarding large or complex environmental planning, NEPA, and environmental compliance.
• You will oversee, prepare, and review special environmental studies assessing the environmental impacts of military operations, programs, exercises, construction projects, and force alignments.
• You will perform analytical work to contribute to the development of mitigating measures to avoid and minimize environmental impacts.
• You will coordinate and ensure the preparation of technically sound, compliant, safe, timely, and cost-effective products and services with a focus on complex or unique projects.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
• You are required to possess a current and active PE license if applying for the 0819 Environmental Engineer series.

Qualifications

• This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying to the 0819 Environmental Engineer series.
• Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
• Specialized experience must demonstrate the following:
• Directing or leading a team of environmental professionals, scientists, or engineers in the execution of environmental planning projects/programs, related studies, and regulatory consultations/permits;
• Managing complex environmental planning programs to ensure compliance with the National Environmental Policy Act (NEPA), Department of War (DoW) and Department of the Navy (DoN) environmental policies, and other applicable federal, state, and local statutes/regulations;
• Overseeing, reviewing, and approving complex environmental planning documents, including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CATEX) in support of military construction (MILCON), infrastructure projects, and military training and operations;
• Serving as a technical authority to negotiate and coordinate with external regulatory agencies to resolve complex environmental compliance and mitigation issues;
• Planning, executing, and overseeing budgets, contracts, and schedules for environmental planning initiatives to support Navy and Marine Corps missions and readiness.

Education

• Applicants applying to the Community Planner 0020 series must meet the following basic education requirements: Degree in community planning or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process.
• Applicants applying to the Natural Resources Specialist 0401 series must meet the following basic education requirements: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
• Applicants applying to the Environmental Engineer 0819 series must meet the following basic education requirements: Successful completion of a professional engineering degree.
• Applicants applying to the Physical Scientist 1301 series must meet the following basic education requirements: Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science.

• This position is covered by the Department of Defense Priority Placement Program.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
