Interdisciplinary Environmental Engineer/Physical Scientist

You will serve as a REMEDIAL PROJECT MANAGER (RPM) in the Environmental Business Line of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

• You will develop and maintain project criteria, schedules, and budgets in conformance with project and customer requirements.
• You will be responsible for the management of projects within the Environmental Restoration (ER) Program and establishment of federal facility agreements and other interagency agreements.
• You will review plans and specifications of projects to be constructed to assess impacts on the Environmental Restoration program and ensure cost-effectiveness of the environmental provisions and compliance with environmental standards and permits.
• You will assist in the development of funding and acquisition strategies and participate in regulatory partnering and policy level interfaces.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty.
• You will be required to possess, obtain and maintain a current valid United States driver’s license.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Coordinate and negotiate with regulatory agencies and present the results of environmental investigations and remediations at public forums.
• Manage CERCLA/RCRA Investigations (Restoration sites) that adhere to a Federal Facilities Agreement and annual Site Management Plans.
• Perform technical document reviews, providing comments on contractor deliverables to ensure high quality documents are provided and overseeing contracts for architectural and engineering services and construction services.
• Develop and implement project criteria, schedules, and budgets in conformance with project and/or customer requirements and applicable policies and guidance.
• Create Scopes of Work, Government Estimates, evaluate contractor proposals, conduct contract negotiations, and manage contract task orders.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Degree: Engineering. To be acceptable, the program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses in five of the following seven areas of engineering science or physics.
• Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering.
