You will serve as an Equal Employment Specialist in the Military Sealift Command (MSC), Office of the Chief of Staff of Military Sealift Command.
Duties:
- You will develop and administer climate assessments/surveys as required.
- You will analyze data, create reports and brief managers/supervisors on results of analyses with recommendations to correct as appropriate.
- You will provide EEO counseling to employees, former employees, and applicants for employment who believe they have been discriminated against in violation of anti-discrimination statutes.
- You will review formal complaints and appropriately act upon any deviation and/or need for clarification to ensure timely, proper processing of the formal complaint in accordance with 29 CFR 1614.
- You will serve as the primary point-of-contact for providing counseling services to aggrieved persons who may raise questions, seek guidance and direction and technical information.
Requirements:
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
- Time-in-grade requirements must be met by the closing date of this announcement.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- Occasional overtime is a requirement of the position.
- 20% or more travel may be required to various work sites which include OCONUS locations as well as ships at sea and in various ports worldwide.
- On site visits required to present training and briefings and perform climate surveys.
Qualifications:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience managing command-wide programs such as the complaint Processing Program, Affirmative Action Program, and all programs under the Special Emphasis Program.
- Experience counseling employees, former employees and applicants for employment who believe they have been discriminated.
- Experience counseling aggrieved persons about the EEO complaint process.
- Experience writing and preparing written counselor reports.
- Experience consulting with cognizant line officials, attorneys, union officials, and other HR employees to develop resolutions and disposition to EEO complaints.
- Experience thoroughly reviewing formal complaints and appropriately acting upon any deviation and/or need for clarification to ensure timely and proper processing of the formal complaint.
- Experience writing and preparing complex appeal briefs, which require research of case law and significant precedent setting case.
- Experience compiling, reporting and analyzing statistical data to evaluate EEO complaints and to identify potential and current problem areas.
