You will serve as a MANAGEMENT ANALYST in the CORPORATE OPERATIONS DIRECTORATE (N9), REQUIREMENTS DIVISION (N94) of MILITARY SEALIFT COMMAND.
Duties
- You will assist in the processing and validation of command requirements.
- You will review information for completeness, compiling presentations and information papers for review by senior leadership.
- You will brief senior leadership on various issues; drafting and presenting briefing documents.
- You will implement policies, guidance and procedures to comply with changed requirements from higher headquarters.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
- Time-in-grade requirements must be met by the closing date of this announcement.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience providing management advice, planning and programming and budget support and analysis.
- Experience developing guidance, objectives, plans and procedures with reference to future capability and capacity requirements.
- Experience interpreting pertinent policies, directives, or other guidance to personnel engaged in development, modification, execution or defense of programs and capability and capacity shortfall requirements.
- Experience with all phases of the Federal budget process from the JCIDS and PPBE processes, including Planning and Programming, IPL development, IPCL development, and POM submission for HQs staff and its subordinate units/programs.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
