The Role

The Senior Cost Engineer reports to the Cost Engineering Manager and is responsible for undertaking Cost Management activities for high-complexity projects within assigned business areas, acting as the single point of contact and technical lead for Cost Management matters.

The role is responsible for the day-to-day line management, performance support and development of assigned Project Cost Engineers and Project Cost Analysts, promoting the standards, behaviours and expectations of the business and Cost Management function.

Working with the Cost Engineering Manager, the Senior Cost Engineer ensures the consistent application of Cost Management standards, processes and reporting requirements, providing assurance, constructive challenge and clear financial insight to support informed decision making and successful project delivery.

Key Objectives

Project Cost Management Activities

• Lead and undertake Cost Management activities, predominantly supporting high complexity projects requiring advanced technical and commercial Cost Management expertise.
• Establish, maintain and critically assess complex project cost structures, forecasts and Estimates At Completion (EACs), applying technical and commercial understanding to ensure the anticipated outturn reflects current performance, contractual mechanisms, change and emerging risk.
• Undertake scenario modelling to assess potential cost outcomes, exposures and opportunities, identifying appropriate mitigation and corrective options.
• Translate complex cost information into clear financial insight, recommendations and constructive challenge to support informed project decision making.

Business Area SPOC & Technical Leadership

Single Point Of Contact (SPOC)

• Act as the Cost Management SPOC for the assigned business areas, maintaining effective working relationships with key stakeholders.
• Represent Cost Management at relevant business area project delivery and performance meetings, supporting effective integration of Cost Management within project delivery, ensuring emerging requirements, risks and issues are identified and appropriately escalated.
• Provide the Cost Engineering Manager with visibility of business area priorities, resource requirements and emerging demand to support functional capability and agility.

Cost Management Technical Lead

• Act as the Cost Management technical lead for the assigned business areas, providing technical advice, guidance and constructive challenge, promoting consistent and effective Cost Management delivery.
• Identify opportunities for improvement in Cost Management delivery, standards and capability, providing feedback and recommendations to the Cost Engineering Manager.

Line Management & Team Development

• Provide day-to-day line management of assigned Project Cost Engineers and Project Cost Analysts, setting clear objectives, standards and expectations aligned to business and Cost Management requirements.
• Support the development of assigned team members through mentoring, coaching and technical guidance appropriate to their role and development needs.
• Support recruitment and lead the effective onboarding of team members in line with the Cost Management functional approach
  

Person Specification

Qualifications

• Relevant qualification in Project Controls, Cost Management, Finance or a related discipline, or equivalent demonstrable professional experience - Essential
• Membership, or working towards membership, of an appropriate professional body (e.g. Controls & Skills Authority, CIMA or equivalent) - Desirable
• Relevant higher-level qualification in Project Controls, Cost Management, Finance or a related discipline - Desirable
• Relevant leadership, line management, supervisory or coaching training/qualification - Desirable

Experience & Knowledge

• Minimum 5 years relevant experience with Cost Management, Project Controls or a related discipline, including significant experience delivering Cost Management activities on complex projects - Essential
• Strong working knowledge of multiple contractual and commercial mechanisms and practical application in project cost management - Essential
• Demonstrable experience applying Cost Management principles and controls across the project lifecycle, from project mobilisation through delivery, and close out - Essential
• Extensive experience establishing, maintaining, validating and assuring complex project cost and financial positions, including cost structures, forecasts and EACs, applying professional judgement to assess performance, change, risk, revenue, margin and anticipated outturn - Essential
• experience applying EVM or equivalent performance management techniques - Desirable
• demonstrable experience undertaking complex cost analysis, scenario modelling and optioneering to identify potential outcomes, exposures, mitigation and recommendations - Essential
• Experience providing Cost Management insight, assurance and constructive challenge to support project delivery and informed decision making - Essential

• Experience supporting bid and tender development, providing Cost Management input to support robust project planning and commercial decision making - Desirable

Package

Hours - 37.5 hours per week

Overtime – 37.5-60hours per week – Time and half

Overtime – 60+ hours per week or Sundays – Double time
