Statistics Estonia and Nortal have a long-standing cooperation. The basic processes of Statistics Estonia consist of data acquisition, organisation, analysis, and the publication of results. One of the client’s most important goals is REGREL2020, the next population and housing census, which will be carried out on a fundamentally different basis. This plan does not require residents of Estonia to answer individual questions themselves; instead, data will be gathered from various national registries. Achieving this goal will require interfacing with at least 15 external registries and gathering data for further processing.
Technical Challenges
- Data volumes – Statistics Estonia collects and analyses data from many different sources, with personal and corporate data being the most frequently used and largest volumes. The systems must handle large data volumes, requiring well-optimised query and data-use processes.
- Increased intensity of use at specific times, such as during the population census. There are numerous censuses of various sizes taking place year-round, necessitating robust authentication solutions and data reception applications.
- Many complex synergised applications – Statistics Estonia's business processes rely on several larger information systems that must communicate regularly. Integration is a key aspect.
- Ensuring data security – Data collected for statistical publication is often classified as sensitive information, highlighting the importance of data security.
- Clear vision – Developments are based on architectural plans updated according to emerging world trends. New applications are being created, and many decisions are still open for discussion.
