Payroll Services Manager
Responsible to: Senior Leadership Team (SLT)
Hours: 37 hours / week (0.8 FTE considered)
Based: Home with some travel across the Midlands
Salary: c £36000 - £38000 dependent on skills & experience
The Rowan Organisation is a charity providing advice and support to promote independence. We provide support to people receiving direct payments/personal health budget for care and support needs. We offer advice/information, payroll & assisted bank accounts (ABA) to people who employ a PA, or use an agency. As Payroll Services Manager you will be responsible for the running of the payroll & ABA service, leading a small team, ensuring that payrolls are delivered accurately, efficiently and promptly. You will report to the SLT and will be an expert within your field, providing guidance on complex payroll matters, supporting the team with queries & acting as a key point of contact. You will be a valued & trusted manager to whom SLT will look to for reporting, insight & technical know-how. You will have the opportunity to review & improve existing payroll processes, introduce efficiencies, strengthen controls & ensure services remain fully compliant with legislation. You will play a key role in developing your team, coaching & mentoring colleagues, setting standards & creating a positive, supportive & inclusive team culture.
General Duties and Responsibilities:
Manage the daily running of the team ensuring staff are deployed in accordance with the needs of the service & that roles & responsibilities are fulfilled accurately and effectively
Monitor & evaluate systems which enable the delivery of payroll & ABA services, ensuring any concerns or recommendations are communicated to SLT
Lead & manage processes & functions with the delivery of payroll & ABA’s
Provide management to staff, ensuring policies & procedures are upheld & hold regular supervisions
Manage professional development of employee relations & high service standards
Participate in the recruitment, selection, induction & training of staff
Lead team meetings that enable & encourage all staff to participate
Verify, receive & authorise cheque, card & on-line payments
Produce & disseminate reports & statistics as agreed with SLT
Ensure accurate records are maintained in line with organisational policies, review & monitoring
Adhere to GDPR guidelines, ensuring that all data is stored safely & accurately
Ensure information for customers & stakeholders is fit for purpose & accessible
Liaise with other agencies, authorities & statutory bodies
General:
Have a collaborative approach working with all staff
Participate and contribute at staff meetings
Contribute to planning & development of the organisation
Identify personal and professional development opportunities
Complete required training courses
Participate in relevant external networks & groups to raise awareness of the organisation & services
Any other duties identified by SLT

Qualifications, experience & skills
Essential:
A good general education, GCSE passes in English & Maths (or equivalent)
A recognised payroll qualification/proven equivalent professional experience
Recent experience of running multiple payrolls
Good knowledge of payroll systems, payroll legislation, PAYE, NI, pension & auto enrolment
Competent in payroll software (Sage 50)
Excellent IT skills (Word, Excel, Outlook, CRM)
Good communication in English language, verbal & written
Desirable:
Experience of working with ABA’s (PFS/ EML)
Experience in accounting or accounting qualification (AAT)
Experience in handling financial audits
Experience of working for 3rd sector organisation
