AI is driving a major build-out of digital infrastructure. RHAELM is developing the data centres behind its sovereign AI cloud, with large-scale projects across Europe and APAC, and the pace is fast.
As a Development Analyst, you will help turn promising sites into bankable, deliverable projects. You will own development workstreams on assigned sites, covering site appraisal, power, due diligence and concept design. You will work across several projects at once, sit at the table with major energy and infrastructure partners, and have a real say in how the team develops sites as the portfolio scales. You will report to the Senior Development Manager and be based in London, with a minimum of three days a week in the office and occasional travel to sites and partners in Europe and APAC.
KEY RESPONSIBILITIES
- Own day-to-day delivery of development workstreams on assigned sites, from early appraisal through to concept design.
- Lead technical and commercial appraisal of prospective sites against RHAELM’s requirements, and prepare recommendations for decision.
- Assess grid capacity, connection options and wider site infrastructure such as water, fibre and access, and identify constraints affecting cost or schedule.
- Scope, coordinate and review consultant work on due diligence, test fitting and concept design, holding them to programme and quality.
- Coordinate inputs from landowners, energy partners, utilities, authorities and internal teams.
- Maintain programmes, risk registers and trackers for assigned sites, and prepare progress reports and stage-gate submissions.
- Research regulatory, permitting and grid connection frameworks across RHAELM’s markets to inform site selection and market entry.
- Support the Senior Development Manager in partner discussions, and lead routine technical engagement with partners and their advisers.
- Work with Power, Data Centre Development, Commercial, Planning and PMO colleagues, and guide and review the work of graduates and junior team members.
EXPERIENCE
- 5+ years’ experience in development, engineering, consultancy, utilities or infrastructure roles.
- Experience on power, energy, renewables, data centre, telecoms, real estate or other complex infrastructure projects, ideally in the feasibility, front-end or origination phases.
- Experience coordinating multiple stakeholders, such as consultants, contractors, landowners, utilities and public bodies, from either the client or the consultant side.
- Experience working across international projects, markets and cultures; APAC market experience is an advantage.
- Data centre development experience is preferred but not essential.
SKILLS
- Working knowledge of grid connection, power supply and site infrastructure for large energy users.
- Strong analytical and written skills, with the ability to turn technical information into clear recommendations.

- Confident working across cultures and time zones as part of a global team.
- English is the primary working language; knowledge of Korean or Japanese is an advantage but not required.
QUALIFICATIONS
- Degree in engineering or a related discipline such as environmental or earth science, geography, planning, surveying, real estate, energy or economics; or equivalent professional experience.
- Chartered or professional membership (e.g. CEng, IEng, MRICS, MRTPI or local equivalent), or clear progression towards it, preferred.
