We are looking for experienced, motivated and compassionate Senior Clinical Operational Leads to join our NHS Continuing Care service at Band 8A.
This is an exciting opportunity for a registered clinical professional with strong operational leadership experience to help shape and deliver high-quality, person‑centred Transforming Care, Continuing Healthcare and NHS Funded Nursing Care pathways.
There are three posts currently available at the following locations
- North – based at Stella House, Newcastle upon Tyne
- South – based at Pemberton House, Sunderland
- South – based at North Ormesby Health Village, Middlesbrough

Main duties of the job
The post holder will provide visible clinical and operational leadership, ensuring that assessments, reviews, decision‑making and case management are delivered consistently, safely and in line with the National Framework for NHS Continuing Healthcare and NHS Funded Nursing Care.
Working closely with health, social care, local authority and provider partners, the role will support timely, fair and transparent access to care for individuals with complex health needs.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities.
It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well‑being, reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria.
As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas.
These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community‑based area providers.
The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.
- Job responsibilities
- Provide senior clinical and operational leadership to the All Age Continuing Care Team, supporting safe, effective and responsive service delivery.
- Lead and support the delivery of high‑quality CHC and FNC assessments, reviews, eligibility recommendations and care planning in accordance with national and local policy.
- Lead and support the delivery of Transforming Care agenda, ensuring the delivery of C(E)TRs and the DSR for your locality area, and liaising closely with senior colleagues in system partner organisations to reduce barriers to discharge for individuals, and working with commissioners to inform future commissioning intentions for services for autistic individuals and those with a learning disability.
- Senior Management scrutiny of the commissioning of services and resource allocation under MHA 19893 S.117 aftercare.
- Will be a Local Area Contact (LAC) for Le De R
- Manage operational performance, activity, quality and risk, ensuring agreed standards, trajectories and key performance indicators are achieved.
- Support clinical decision‑making for complex, sensitive or contentious cases, providing expert advice and guidance to staff and partner organisations.
- Develop effective working relationships with local authorities, acute and community providers, care homes, domiciliary care providers, families and wider system partners.
- Promote safeguarding, quality assurance, patient safety and personalised care across all aspects of All Age Continuing Care and Transforming Care delivery.
- Contribute to service improvement, transformation and the development of efficient systems, processes and pathways.
- Support workforce development through supervision, coaching, training, appraisal and recruitment activity.
- Deputise for senior managers as required and represent the service at internal and external meetings, panels and partnership forums.
Person Specification
Qualifications
- Professional qualification at Masters level or equivalent experience.
- NMC or SWE Professional registration.
Experience
- Significant NHS experience in commissioning, procurement or contract management.
- Experience of developing and implementing national policy.
- Experience of multi‑agency, multi‑professional team working.
- Experience of managing and implementing evidence‑based practice and the use of clinical audit and research.
- Experience of delivering significant change.
- Knowledge and experience of driving improvement for the safety of patients.
- Knowledge and experience of identifying, measuring and monitoring quality metrics, identifying areas for improvement.
- Experience of budget management delivery of financial sustainability plans and management of physical assets.
- Experience of leading large complex teams of multi professionals working in challenging environments.
- Experience of the management, development and implementation of information resources across the ICB planning and delivery cycle.
- Experience of leading on and contributing to research and development in local, regional and national programmes.
- Experience of working at a senior level autonomously to deliver transformation and reform.
- Experience of working at a senior level in environments and situations which can be time pressured subject to rapid change where accuracy is essential.
- Experience at a senior level, of dealing with challenging situations, emotional distress and distressing conditions.
- Experience of working across organisations and with other agencies.
