About Amber Labs
Amber Labs is an established UK technology consultancy helping organisations modernise through cloud, engineering, data, AI and user-centred design.
We partner with government departments, enterprise organisations and highly regulated industries to deliver secure, scalable digital services that make a real impact.
As our portfolio continues to grow, we’re looking for an experienced
Hub Reporting Manager to join our team and support a major, complex Oracle Cloud transformation programme.
This is an opportunity to play a key role in shaping the future of reporting for a large-scale shared service environment, helping to define how a central reporting capability will operate at significant scale.
The Opportunity
As Hub Reporting Manager, you’ll own the vision and assurance for a future central reporting service supporting a large and complex organisation.
This is a senior role requiring a rare combination of
Oracle Cloud and reporting expertise, strategic thinking, technical credibility and strong stakeholder leadership .
You’ll work at the intersection of business, technology and delivery, helping to define what the future reporting service should look like and ensuring the solutions delivered are scalable, sustainable, secure and fit for purpose.
While a Systems Integrator will be responsible for delivering the underlying technology, you will provide technical and strategic leadership from the assurance side.
You’ll need sufficient Oracle Cloud and reporting expertise to challenge architects and technical specialists, assess proposed approaches and clearly explain technical decisions and their implications to senior stakeholders.
This is not primarily a hands-on development or data migration role. We’re looking for someone who can step back from implementation detail and answer bigger questions such as:
• What should the future reporting service look like?
• What should be standardised and what should remain flexible?
• How can reporting be delivered efficiently at scale?
- How can users self-serve without creating unnecessary complexity and technical debt?
- What people, processes and capabilities are needed to operate the service successfully?
- What You’ll Be Doing
- Define and articulate the vision for a scalable, sustainable and high-performing central reporting service.
- Shape the future reporting strategy, operating model and roadmap.
- Establish clear principles around standardisation, reuse, rationalisation and reporting governance.
- Define what the central service will provide and where local or specialist reporting requirements may remain necessary.
- Develop a credible strategy covering service design, resources, timelines and the future evolution of the reporting capability.
- Ensure the reporting service is designed with scalability, security, performance, supportability and long-term sustainability in mind.
- Oracle Cloud & Technical Assurance
- Provide strong technical assurance across Oracle Cloud reporting solutions and architecture.
- Use your understanding of Oracle Cloud, Oracle ERP reporting and reporting architecture to challenge proposed technical approaches.
- Assess whether solutions are practical, scalable and appropriate for a complex enterprise environment.
- Understand the capabilities and limitations of Oracle reporting technologies and translate reporting requirements into informed technical decisions.
- Engage confidently with architects, technical specialists and Systems Integrator teams.
- Oracle FDI experience is highly desirable, with the ability to understand how it supports reporting and analytics within an Oracle Cloud environment.
- Service Design & Reporting Governance
- Define how users’ access and request reporting services.
- Establish approaches to reporting governance, ownership, maintenance and lifecycle management.
- Help shape self-service reporting capabilities, standard and reusable reports, report catalogues and approval processes.
- Prevent unnecessary report proliferation by identifying opportunities for common, reusable and configurable solutions.
- Drive approaches that reduce duplication and manage technical debt.
- Define how the reporting service will operate both at go-live and as it evolves over time.
- Leadership & Resource Planning
- Lead and develop the reporting and assurance capability, including direct reports.
- Identify the people, skills and capabilities required to operate the reporting service successfully.
- Assess resource requirements across reporting, analysis, technical expertise, support, governance and service management.
- Build a strong case for additional capability where required.
- Work closely with delivery and programme leadership to manage priorities, plans and timelines.
- Provide visible leadership and establish confidence in the future direction of the reporting service.
- Stakeholder Engagement & Influence
- Work with a broad range of senior business and technical stakeholders across a complex multi-organisation environment.
- Engage with functional leaders across areas such as Finance, HR and Commercial, alongside architects, data specialists, assurance teams and delivery leadership.
- Bring together different viewpoints, levels of reporting maturity and organisational requirements.
- Confidently challenge approaches when required, using evidence and technical understanding to explain your position.
- Build consensus around common solutions while understanding where genuine variation is necessary.
- Communicate complex technical and reporting concepts clearly to both technical and non-technical stakeholders.
- Be confident, diplomatic, assertive and empathetic when navigating competing priorities.
Skills & Experience
We’re looking for someone who has
- Strong experience working on major
Oracle Cloud transformation programmes .
- Deep understanding of
Oracle Cloud reporting , reporting architecture and how reporting operates within a large ERP transformation.
- Strong experience shaping, leading or assuring enterprise reporting and analytics capabilities.
- The technical credibility to challenge solution architects, technical specialists and delivery partners on proposed reporting approaches.
- Experience developing a future-state vision, strategy, operating model or roadmap for a reporting or analytics service.
- Experience designing scalable reporting services, including governance, self-service, standardisation and report lifecycle management.
- Strong understanding of how to balance common enterprise reporting requirements with legitimate local or specialist needs.
- Experience managing reporting complexity, reducing duplication and preventing unnecessary technical debt.
- Excellent senior stakeholder management skills within large, complex and often highly regulated environments.
- Experience leading teams and defining resource and capability requirements.
- The ability to move confidently between technical detail, strategic thinking and practical delivery planning.
- Experience working within large-scale enterprise, public sector, financial services, professional services or other complex regulated environments.
- Excellent communication, influencing and relationship-building skills.
Highly desirable
- Experience with
Oracle Fusion Data Intelligence (FDI) or a strong understanding of its role within an Oracle Cloud reporting environment.
- Experience of large-scale Oracle Fusion or Oracle Cloud ERP implementations.
- Experience establishing or transforming a centralised reporting, analytics or shared service capability.
- Previous experience within Central Government or the wider Public Sector.
- Existing SC Clearance.
Please note

The successful candidate will combine sufficient technical depth to understand and challenge Oracle reporting solutions with the strategic vision and leadership skills to shape a future reporting service.
