Job Description
SPEN are looking for an OT Asset Management Strategic Solution Programme Manager to join them on a long term contract basis.
Role: Programme Manager – OT Asset Management Strategic Solution
Business: Scottish Power Energy Networks
Duration: 12 month initial contract with scope of extension
Location: Scottish Power HQ Glasgow/hybrid style working
Rate: Inside IR35, Umbrella and PAYE options available
Job Purpose Statement
The asset management strategic solution Programme Manager will be instrumental in the delivery of an enduring SPEN OT asset management system, working closely with senior stakeholders across the Business, and with overall accountability for successful delivery of the asset management solution.
Effective management of stakeholders across the SPEN Business will be a critical success factor, including Network Planning and Regulation (NP&R), Centre of Excellence (COE) and wider Business Transformation representatives, Processes and Technology, and Cyber Security, maintaining sponsorship and driving completion of assigned tasks and actions.
Programme management responsibilities will involve regular progress status reporting at an Executive level, management of delivery, and escalation of risks & issues.
Accountability Statements
- Align delivery of the programme to SPEN’s asset management strategy, maintaining a focus on OT operational requirements at all times.
- Plan and manage the interdependencies between workstreams and other Transformation projects including Telecoms.
- Manage cross-project risks, including the development of contingency plans.
- Prepare and report to the appropriate Asset Management Governance Committee to assure the overall direction and integrity of the programme delivery and ensure robust yet streamlined governance controls to successfully maintain this engagement.
- Build relationships with third-party suppliers to ensure timely delivery of the solution and identification of delivery risks at the earliest opportunity.
- Ensure that contracted project deliverables are tracked against asset management functional and non-functional requirements / roadmap from contract placement through to final delivery by the appointed tooling integrator.
- Coach, mentor, support and provide direction to all members of the delivery team to ensure project scope and cadence is maintained.
- Ensure maintenance of a detailed programme plan and suitable reporting of issues, risk and dependencies to ensure stakeholders are adequately informed of programme delivery status and the ability to make timely and informed decisions as required.
- Effective delivery into BAU ensuring the appropriate support framework and internal / external resource is in place. This must include well-defined and agreed success factors to ensure effective transition to BAU.
Skills, Knowledge & Experience
- Agile Delivery: well versed with agile product and sprint backlog rituals, artefacts, and concepts. Experience with capacity-based delivery models and backlog prioritisation processes. Experience of delivering Agile based projects in both an Agile and Waterfall context.
- Tender Management: experience in the overall management of complex ITT processes with appropriate governance controls to ensure functional and non-functional requirements, solution architecture and wider implementation requirements (including on-going support model) have been appropriately considered prior to issuing final tender.
- Complex Programme Delivery: experience delivering large programmes of work spanning multiple business functions. Ability to manage many stakeholders, dynamic project components, critical path, driving resolution of open issues / risks, and addressing areas of contention / concern. Experience of implementing and managing processes for risk management, change management and configuration management.
- Asset Management: has a working experience of OT asset management and primary objectives of implementing an OT management system solution.
- Delivery Partnership: comfortable working together with external delivery partners and suppliers establishing a ‘one-team’ mindset.
- Behaviours: highly motivated and positive under pressure with the ability to support, motivate and direct the team. Proactive identifying potential risks and presenting credible remediation options to enable senior stakeholders to make timely and informed decisions.
- Technical: broad technical knowledge covering the main technologies related to asset management including cloud-based solutions deployment. Expert knowledge of IT systems delivery and the project life cycle and the ability to operate technical delivery to the business.
- Solution architecture / SaaS / Cloud solutions: proven experience managing delivery of large-scale SaaS solutions with demonstrable knowledge across all aspects of the delivery model including licensing, data storage, deployment, support, cyber security and product upgrades.
- Clear knowledge of ITIL framework: in particular Service Asset and Configuration Management (SACM).
- SACM Tooling: proven ability of SACM tooling into a large-scale operation (e.g. ServiceNow or equivalent).
- Customer focus: ability to balance technical / IT skills with core operational customer service needs to deliver a good quality solution on time that meets all stakeholder needs and achieves effective and efficient transition to BAU.
- Qualifications: PRINCE2, APM or equivalent qualifications desirable HND or Degree level qualification change management experience (Prosci ADKAR awareness preferable).
- Delivery Experience: Experience delivering across multiple teams including external vendor and wider trusted advisor engagements.
