Outline of the job
We are looking for a Senior Monitoring, Evaluation and Learning (MEL) Manager to lead MEL across some of our most innovative and high‑impact programmes, with a particular focus on programmes related to capacity building, election integrity and campaigns. You will work closely with programme teams to define meaningful objectives, track progress, and evaluate whether our interventions drive measurable changes in knowledge, attitudes and behaviours. You will be responsible for conducting organisational capacity assessments, supporting partners to conduct quality monitoring and evaluation, and evaluating the impact of behaviour change campaigns.
This role requires sharp analytical thinking, strong facilitation skills, and the ability to communicate evidence clearly to diverse stakeholders. It is primarily focused on an exciting portfolio of counter‑disinformation programming.
The Senior MEL Manager role can be based in Yerevan working remotely or in London as a hybrid role, and is expected to be in our London office at least 3 days per week.
What You’ll Be Doing
- Leading the design and execution of monitoring and evaluation plans, including developing meaningful performance indicators and identifying relevant data collection processes
- Conducting organisational capacity assessments with CSOs and government agencies
- Designing, executing and advising on outcome assessments, including surveys and focus groups
- Facilitating MEL planning and learning workshops with diverse team members
- Developing data collection tools to monitor progress over time, supporting staff with varying levels of expertise to use them
- Analyzing qualitative and quantitative performance data
- Presenting performance analysis and evaluation to project teams and clients, supporting them to interpret findings and integrate learning
- Leading reporting on project outputs and outcomes to clients in both long‑form documents and presentations, supporting other team members to report their progress effectively
- Providing support and advice to stakeholders across the business in monitoring, evaluation and learning
- Developing innovative approaches to mining data on the impact of our campaign
- Representing Zinc at high‑level meetings with clients and project partners
Requirements
What We’re Looking For
- 3‑5 years of progressively responsible monitoring, evaluation and learning experience, ideally with experience evaluating organisational capacity building and campaigns
- An AI‑first mindset, confident in using AI‑powered tools to be more efficient and effective
- Experience supporting partner organisations to design and execute high‑quality MEL
- Experience designing and executing results frameworks – developing indicators, identifying relevant data sources and collection mechanisms
- Familiarity with core monitoring and evaluation approaches, e.g., theories of change, assessing change over time, mixed methods research
- Confidence working with digital data sets to understand and evidence attitudinal and behavioural change
- Experience designing and managing primary data collection processes, such as surveys and focus groups, including managing third‑party data collection process and quality assurance
- Experience in qualitative and quantitative data analysis, ideally with some understanding of statistical principles and analysis
- Experience presenting evaluation findings in a clear, compelling way, to non‑technical audiences
- Experience facilitating online and offline workshops
- Excellent communication skills – written, oral and data visualisation
- Some knowledge of Armenia and/or the Western Balkans is a plus
