About the Position
Under the general supervision of the Chief Executive Officer (CEO), the Human Resources Manager supports the organization by implementing and managing HR functions that promote a positive workplace culture, support staff development, and ensure compliance with all applicable employment regulations. This role is both strategic and hands-on, responsible for daily HR operations, employee relations, training coordination, benefits administration, and supporting organizational initiatives that advance YWCA South Hampton Roads’ mission and values.
ESSENTIAL DUTIES
- Serve as an HR advisor to the CEO and leadership team, providing guidance on workforce needs, staffing trends, and organizational culture.
- Support the implementation of HR strategies that promote equity, staff well-being, and organizational effectiveness.
- Promote and model YWCA SHR’s mission, values, and commitment to equity through all HR functions and interactions.
- Utilize HRMS data and reports to identify workforce trends, support decision-making, and track progress on HR initiatives.
Human Resources Operations & Management
- Oversee daily HR operations to ensure efficient management of HR processes, policies, and systems.
- Maintain accurate, confidential, and compliant employee records.
- Ensure consistent policy application and equitable treatment of all employees.
- Partner with Finance to support HR data integrity, reporting, and system maintenance.
Training, Development & Performance Support
- Coordinate staff training, professional development, and cultural competency initiatives.
- Help assess organizational training needs and support managers in identifying skill gaps and development opportunities.
- Assist in delivering leadership development programs and supporting succession planning efforts.
- Promote continuous learning through coaching, feedback, and knowledge-sharing initiatives.
Organizational Development & Change Support
- Support HR-led organizational initiatives designed to strengthen culture, improve employee experience, and enhance operational effectiveness.
- Use employee feedback and performance data to help assess development programs and recommend improvements.
- Foster an inclusive, transparent, and empowering workplace environment.
Compliance & Risk Management
- Ensure compliance with federal, state, and local employment laws and regulations.
- Support the development, communication, and maintenance of HR policies and procedures.
- Manage employee relations matters, including investigations, documentation, and conflict resolution.
- Coordinate required trainings and support risk management, unemployment, and workers’ compensation processes.
- Stay updated on evolving HR legislation and best practices to ensure organizational compliance.
Compensation & Benefits Administration
- Support the administration of compensation structures and benefits programs.
- Conduct routine compensation reviews to help ensure pay equity and competitiveness.
- Manage benefit plan communication, enrollment, and vendor coordination.
- Ensure compliance with leave laws including FMLA, COBRA, and related regulations.
Employee Relations & Talent Management
- Lead equitable recruitment and hiring processes that promote diversity and inclusion.
- Support onboarding for new employees, volunteers, and interns.
- Assist managers in addressing performance concerns and creating improvement plans.
- Develop and support employee engagement, recognition, and retention initiatives.
Additional Duties
- Adhere to all YWCA SHR policies and procedures.
- Perform other duties as assigned.
QUALIFICATIONS

Minimum Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
- Minimum of 3 years of progressive HR experience, including at least 1 year in a leadership role.
- Proven experience in staff development, training design, and organizational change management.
- Strong knowledge of federal and state employment laws and HR best practices.
- Experience with HR systems (HRMS/HRIS) and HR analytics.
- SHRM-CP, SHRM-SCP, or PHR/SPHR certification preferred.
- Previous experience with Paylocity HRMS is preferred.
- The ability to work in a multi-location environment.
Other Requirements
- Must be 18 years of age.
- Must complete the training programs of YWCA SHR.
- Must complete a successful background check.
- Must have an excellent driving record; valid driver’s license; certificate of insurance from an insurance carrier licensed in the State of Virginia.
- Travel is required; reliable transportation essential.

- Excellent written and verbal communication and public speaking skills with ability to research field-related, intersectional topics, develop and deliver written reports and presentations.

COMPENSATION
This position offers a hiring range of $48,000–$55,000 that is based on experience and a full benefits packet to include health, vision, and dental insurance, 17 paid holidays, vacation, sick leave, retirement and other benefits. This is a full-time, exempt position.
