Regulatory Programme Manager, EMEA

Location: Hybrid – London

Our client is seeking a Regulatory Programme Manager to effectively manage and deliver complex regulatory change and related workstreams across the EMEA region . You\’ll be at the forefront of defining the approach for global governance, ensuring our regulatory and compliance needs are met holistically.

What You\’ll Do:

As a Programme Leader , you\’ll be instrumental in driving our projects forward, ensuring they meet their objectives while fostering a collaborative and high-performing team environment. Your responsibilities will include:

Programme Leadership & Vision

  • Lead and inspire your project team to achieve both individual and collective goals.
  • Deliver agreed outputs within defined scope, time, cost, and quality, always acting with integrity.
  • Define and communicate the programme vision, translating it into clear delivery objectives.
  • Drive the programme to deliver articulated outcomes, benefits, and desired organisational capabilities.
  • Provide thought leadership on global governance for our EMEA regulatory framework, ensuring compliant launches of new products and services.

Project Team Management

  • Design, develop, and manage your project team day-to-day, adapting to project stage.
  • Clearly define and delegate roles for your team and key stakeholders.
  • Foster innovation and empower your team to achieve successful project outcomes.

Project Business Case & Benefits Management

  • Secure sponsor buy-in and stakeholder engagement for all project plans.
  • Conduct lessons learned reviews to drive continuous improvement.
  • Prepare, gain approval for, and update business cases , justifying projects based on benefits, costs, and risks.
  • Collaborate to identify, track, and deliver benefits outlined in the business case.
  • Ensure the realisation of business benefits by designing project outputs that meet programme requirements.

Project Budget & Cost Management

  • Develop and manage project budgets , controlling forecasts against actuals.

Programme Governance, Reporting & Assurance

  • Design and maintain effective programme governance and decision-making frameworks.
  • Proactively monitor and report overall programme progress and project health.
  • Plan and engage in programme project assurance activities.
  • Comply with established project and programme management processes.

Project Plans & Controls

  • Support owners in developing project specifications, timelines, and plans.
  • Accurately record programme progress in relevant management tools (e.g., Workfront).
  • Consolidate and document all project components (scope, schedule, resources, budgets, risks, etc.).
  • Establish protocols for managing scope changes and document updates.

Scheduling & Dependency Management

  • Take full ownership of deploying the Delivery and Change Framework (DDCF), from mobilisation to operationalisation into BAU.
  • Utilise project plans to monitor activities and manage dependencies.
  • Act as an arbiter and escalation point , resolving issues between project elements.

Programme Resource Management

  • Identify and secure necessary resources from internal/external providers.
  • Develop, implement, and update resource allocation plans.

Stakeholder & Communications Management

  • Engage with key stakeholders to identify project objectives and deliverables.
  • Manage pertinent stakeholder relationships and communications, ensuring continuous alignment.
  • Proactively identify and resolve differences between individuals and groups.

Risks & Issues Management

  • Identify and monitor programme risks and issues , developing mitigating actions.
  • Manage interdependencies with related projects and act as an escalation point.
  • Conduct progress reviews to ensure alignment and risk mitigation.

  • Extensive experience in large-scale programme budget management and cost control.
  • Strong analytical skills : You can analyze, interpret, and synthesize data to provide high-quality insights and clear, concise reports.
  • Experience in rolling out regulatory change programmes.
  • Demonstrable experience in compliance is essential.

Commercial Know-How

  • A sharp focus on managing value across the business, understanding market changes, and proactively adapting strategy 1-2 years ahead.
  • Strategic in your approach , aligning priorities and communicating challenges clearly to your team.
  • Deep understanding of current regulatory issues affecting customers, industry, and clients.
  • A strong grasp of client delivery.
