The Care Group General Manager (CGGM) works in partnership with the Clinical Director and Head of Nursing/Midwifery to lead the operational, clinical, and financial performance of the Specialist Medicine Care Group. This senior leadership role is pivotal in delivering integrated, high-quality, and sustainable services, ensuring performance targets are met, and leading transformation across Cornwall and the Isles of Scilly.

Pay Rates: £91,342 - £105,337 per annum depending on experience

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Key Responsibilities:
  • Strategic & Corporate Leadership
    • Provide high-level strategic leadership to develop and implement long-term plans for the Care Group, aligned with Trust-wide goals and national NHS priorities.
    • Work in close collaboration with clinical and professional leads to ensure the delivery of clinically safe, cost-effective, and patient-centred services.
    • Support the Chief Operating Officer in shaping and driving forward the organisation’s vision, playing a proactive role in service redesign, transformation, and integration initiatives across health and social care.
    • Represent the Care Group at Trust-wide committees, operational boards, and external meetings, contributing to the development of collaborative service models and cross-system partnerships.
    • Lead the development of the Care Group’s annual objectives and ensure robust systems are in place for progress monitoring, performance reporting, and risk management.
    • Champion the adoption of new models of care and innovative service delivery that supports integrated, person-centred healthcare throughout the region.
  • Operational Performance
    • Deliver effective and responsive operational management of all services within the Specialist Medicine Care Group, ensuring timely and efficient delivery of care that meets or exceeds national and local access targets, including RTT and emergency care standards.
    • Maintain oversight of daily operations and key performance metrics, quickly identifying and resolving service delivery challenges while ensuring continuity and quality of patient care.
    • Provide leadership and coordination in times of operational pressure, working collaboratively with clinical and non-clinical teams to mitigate risks and maintain patient safety.
    • Develop a strong performance culture within the Care Group by embedding clear performance standards and promoting accountability among service leads.
    • Ensure robust governance structures are in place to monitor service performance, regulatory compliance, and clinical safety outcomes.
  • Financial Management
    • Take full responsibility for the financial performance of the Care Group, including budget setting, monitoring, and reporting.
    • Lead the annual business planning and financial forecasting processes in partnership with Finance, ensuring alignment with strategic objectives and Trust priorities.
    • Ensure the delivery of Cost Improvement Programmes (CIPs), identifying opportunities for efficiencies without compromising patient care or staff wellbeing.
    • Act as a financial ambassador within the Care Group by promoting sound financial management practices, value-for-money principles, and rigorous cost controls across all services.
    • Provide high-quality financial information and analysis to senior stakeholders, contributing to informed decision-making and long-term sustainability.
  • Strategic and Service Planning
    • Drive the development and implementation of strategic and annual operational plans for the Care Group, ensuring they are underpinned by accurate data, realistic projections, and aligned with wider Trust and system goals.
    • Lead the development of robust business cases to support service expansion, reconfiguration, or sustainability, ensuring patient needs, clinical safety, and financial viability are at the forefront.
    • Collaborate with senior clinical and managerial colleagues to ensure that service planning reflects clinical governance frameworks, workforce availability, and the need for accessible, equitable care across the region.
    • Monitor external health policy developments and NHS transformation programmes, ensuring the Care Group is responsive and well-positioned to adapt to changing national priorities.
Person Specification:
  • Essential Qualifications & Experience:
    • Educated to degree level or equivalent.
    • Postgraduate qualification or equivalent experience in a health or management discipline.
    • Significant experience working at a senior management level within the NHS or public sector.
    • Proven track record in managing complex operational services, delivering national performance targets, and leading multidisciplinary teams.
    • Demonstrated experience in strategic planning, business case development, and delivering transformation projects in a healthcare setting.
  • Desirable:
    • Clinical background or clinical management experience.
    • Familiarity with 2WW cancer pathways, RTT targets, and endoscopy services.
  • Key Skills & Attributes:
    • Exceptional leadership and communication skills, with the ability to influence, negotiate, and collaborate across professional boundaries.
    • Highly analytical, with the ability to interpret complex clinical and financial data sets to drive evidence-based decision-making.
