Digital Health Procurement Specialist

Job Purpose:

Take responsibility for the purchase of clinical & non-clinical digital health equipment, systems and managed services through competitive procedures and delivering contracts.

Proactively support Trust and wider STP partner project managers to deliver strategic digital health initiatives, taking the lead on workstream delivery where appropriate.

Foster a highly professional and responsive client service and build collaborative relationships with all stakeholders to deliver work plans and savings targets.

Implement change and support and enable staff to deliver and continuously improve the service. Enhance the procurement profile, your own and others’ capability and expertise.

Location: Norwich (hybrid 2 days on site)

Job Type: Temporary

Duration of booking: Expected to last 5 months with possible extension

Proposed start date: ASAP

Pay Rates: Up to£36 PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Overview of Essential Responsibilities:

Develop and implement digital health procurement strategy

  • Produce work plans that align with priorities
  • Spot where improved patient care might be achieved through rationalisation and standardisation of digital health technology
  • Provide annual and long term plans for tendering, contracts renewal and potential savings opportunities
  • Enable the delivery of a portfolio of complex and high value projects
  • Undertake and continuously update risk assessments on relevant product/service areas
  • Monitor and deliver procurement and contracting activity for a £multi-million digital health portfolio to achieve best value using technology where appropriate
  • Work with information systems to provide up to date management information on project delivery, level of savings and projection of future savings pipeline

Interface and provide contractual advice

  • Act as the client lead for high value and complex digital projects and sourcing programmes.
  • Receive highly complex information and synthesize / share with stakeholders to inform commercial decisions
  • Provide procurement advice on complex, contentious digital health products and contract negotiations.
  • Lead contract negotiations and use persuasive skills to resolve conflicts to maximise benefit for the Trust
  • In conjunction with stakeholders, review digital health products, catalogues and suppliers
  • Identify opportunities to consolidate/aggregate expenditure/replenishment processes.
  • Research digital health markets and give commercial/contractual advice on the procurement options, process and rules
  • Use procurement expertise to enable partners to make decisions and produce accurate specifications

Category management

  • Align digital health category work plans to clinical and other business priorities and work plans
  • Analyse complex data to identify procurement opportunities and provide information on these to stakeholders
  • Ensure that category teams are continuously seeking to introduce new and innovative services and products to stakeholders
  • Manage tender exercises ensuring fair process in line with prevailing procurement regulation, publishing information on external systems in line with Trust and wider public policy
  • Use electronic systems to publish and manage tender management exercises
  • Re evaluate category and contract coverage and capture into the forward budget

Experience

  • Knowledge of professional purchasing principles acquired through Degree or
  • Chartered Institute of Purchasing & Supply (CIPs), IACCMS or equivalent experience
  • Chartered Procurement Professional
  • Project Management qualifications such as Prince2 or MSP
  • Significant experience of negotiating £multi-million digital health contracts with suppliers
  • A track record of achieving significant cost reductions in a £multi-million portfolio.
  • Demonstrable experience of managing large competitive tenders/quotations.
  • Experience of public or major corporation procurement.
  • Experience of working within the public sector and working knowledge of EU regulations (desirable).
  • Experience of working within the NHS.
  • Evidence of understanding robust evaluation techniques to identify most economically advantageous tenders
  • Understanding of key contractual terms
  • Understanding of end-to-end purchase-to-pay processes
  • Understanding of public procurement legal framework
