Location: Yorkshire Region / Hybrid Working (2/3 days office a week)

Work type: Permanent. 37 hours per week, Monday – Friday.

We have an exciting opportunity for a Technical Specialist Team Leader – Legionella to join the Asset Delivery Contracted Maintenance Team at Yorkshire Water and be a part of helping Yorkshire Water to provide the best service to our customers. Could this be you?

The Asset Delivery Contracted Maintenance Team are a key part of how we plan to meet the changing expectations of customers and regulators.

The Asset Delivery Contracted Maintenance Team are responsible for overseeing several Statutory, Engineering and Maintenance contracts as well as inspections for the wider business. We work with the suppliers to ensure we drive best value and the correct solutions through the supply chain to deliver compliance. We aim to strengthen the collaboration and relationship between ourselves and our suppliers to ensure the timely and high-quality completion of the contracted inspections and defect rectifications.

Where you fit in:

  • Act as Appointed Person for Legionella within Yorkshire Water.
  • Lead and develop a team of Statutory Compliance Technicians to meet performance targets.
  • Have a broader understanding of Statutory Compliance requirements such as LOLER, PUWER, FIRE, COSHH & DSEAR.
  • Be responsible for the interpretation and review of the statutory and regulatory requirements for Legionella into the YW Management Procedure and Quality Assurance documentation.
  • Give technical advice across the business to all YW personnel to ensure legislative and business needs are met including any YW contractors working on YW assets. Including advice on the provision of Legionella training to YW staff.
  • Be responsible for the technical contract management of the Legionella monitoring contractors, ensuring they comply with all aspects of the regulations and provide the service that meets YW business requirements.
  • Act as the lead in detailing the technical contract specification for the delivery of Legionella management services within a tender process to industry best practice. This includes the setting of technical KPIs and advising on the performance of contracts at periodic contract reviews.
  • Improve the standard and deliver a planned programme of the risk assessments to ensure all hot & cold water systems have been identified and are incorporated into the Legionella monitoring programme.
  • Be responsible for ensuring that all reporting and certification records are stored on company systems and can be reproduced as required by internal and external auditors and are retained as per legislation.
  • Responsible for managing and ensure that any remedial work identified is appropriately escalated and acted on proportionate to the risk with a clear business case. Acting as PMC for Legionella remedial projects including preparation of pre-construction information, review of construction phase plans and review of RAMS to ensure compliance with the relevant regulations.
  • Completion of contractor audits to monitor performance and documentation to highlight areas of best practice and improvement.
  • Drive excellent standards and performance in health and safety, risk management and control of work and ensure compliance with the YW Safety Policy.
  • Manage activities in order to ensure robust financial management and commercial awareness form the foundation of all business decisions in line with Yorkshire water strategy.

What skills & qualifications you will need:

  • Minimum 2 years’ relevant experience within Legionella management.
  • City and Guilds Frontline Skills Framework Utilities 5831 scheme unit 403 – Management of Legionella in Hot and Cold Water Systems or equivalent.
  • IOSH (Institute of Occupational Safety and Health) Managing Safely Qualification or equivalent.
  • Experience in the preparation of Management Policies in line ACOP L8 and associated HSG documentation. Ability to demonstrate a full understanding of legionella risk and ability to prioritise follow on work accordingly.
  • Stakeholder engagement to ensure all personnel are aware of their roles and responsibilities for legionella management as per ACOP L8.
  • Excellent written and verbal communication skills – including the ability to communicate complex technical concepts into more readily understood information suitable for a wider business audience, able to influence people across multifunctional teams throughout the business.
  • Proven ability to engage with customers internally and externally, developing and maintaining strong positive business relationships to understand their needs and recognise opportunities.
  • Previous experience with Business Process Management techniques to ensure clearly defined process are in place and communicated effectively.
  • Experience in writing detailed technical specifications for contracted services and able to understand and practically discuss the relevant aspects of Legionella compliance requirements as they relate to the delivery of the contract specification.
  • Will have a thorough understanding and working knowledge of the CDM regulations and their practical application. With a good understanding of the principles of control of works – Permits, POWRA, RAMS etc.
  • Review and approval of technical specifications for remedial activities associated with Legionella management. Ability to recognise areas for improvement and implement industry best practice.
  • Proven ability in auditing and quality checking of contracted activities to ensure compliance with the H&SAW act.
  • Able to demonstrate strong business planning, resource and budget management and ability to balance risk and value in all decisions.
  • Experience of and proficiency in the use of; Computer Maintenance Management Systems (CMMS, e.g. SAP).
  • Experience of liaising with the Health & Safety Executive and other external agencies.
  • Demonstrate relentless drive, energy and determination to deliver sustainable outperformance for YW that rigorously achieves against demanding competitive industry benchmarks.
  • Proven drive for personal continued professional development
  • Full valid EU driving license

  • Previous experience gained within the water or waste water sectors or within the broader utilities, process or manufacturing industry sectors.
  • Previous experience of ISO55000/PAS 55 Quality Assurance Systems.
  • Asset management experience within a related industry.
