An exciting opportunity has arisen for an experienced Estates Operations Manager to lead the delivery of safe, compliant and value‑for‑money estates maintenance services across the Trust. Based at York Hospital, you will provide specialist technical leadership across mechanical, electrical and building/fabric infrastructure, managing in‑house teams and coordinating key specialist contractors to ensure high‑quality planned and reactive maintenance.

Main duties of the job:

  • Lead day‑to‑day estates operations and maintenance strategy across mechanical, electrical and building/fabric services.
  • Manage and develop in‑house maintenance teams and key specialist contractors, ensuring performance, quality and compliance.
  • Oversee CAFM/asset registers, Planned Preventative Maintenance (PPM) schedules, records and certification to support statutory and mandatory compliance.
  • Support governance and assurance including audits, risk register updates, PAM/ERIC returns and contractor control (including permits to work).
  • Contribute to budget management, procurement/contract compliance (SFIs) and delivery of minor works and improvement schemes.
  • Participate in the Estates management on‑call rota, providing out‑of‑hours advice and support.

Person specification:

  • In‑depth experience of Healthcare building services maintenance management of multiple teams across multiple sites.
  • Detailed working knowledge of preventative and reactive maintenance regimes.
  • Knowledge of information systems for the management of maintenance activity.
  • Experience of successfully managing a budget and identifying cost savings; ensuring timely provision of accurate reporting on activity and spend.
  • Understanding of Standing Financial Instructions in relation to procurement, management and commissioning of external contracting services.
  • Proven experience and track record for procuring and managing specialist sub‑contractors.
  • Experience in procuring, managing and delivering minor projects.
  • Deep understanding of the control of contractors HSG159.
  • Proven experience as an appointed Authorised and/or Responsible Person.
  • Confident writing policy and procedures on specialist engineering subjects.
  • Understanding and implementing Professional Structures within healthcare settings.
  • Proven track record of working on medium and large capital projects.

Qualifications and Training:

  • Engineering/Management Degree or proven experience as an appointed A.P/R.P with a minimum of two disciplines.
  • To have served a full engineering apprenticeship in a relevant discipline.
  • Leading and managing people within a healthcare setting.
  • A thorough working knowledge of all aspects of engineering, and competent knowledge across a broad range of HTMs, HBN’s.
  • A good working knowledge of Health and Safety systems and management.
  • Proven knowledge of healthcare engineering and electrical building services systems.
  • An evidenced knowledge of the Building Safety Act compliance.
  • Broad Estates and Engineering systems and associated building elements.
  • Experience of managing and delivering change effectively.
  • Specialised training in Ventilation, Medical Gases, Gas Safety, Refrigeration Systems, Air Conditioning, Water Systems, Legionella/Pseudomonas Control.
  • LV/HV Electrical systems.
