York Teaching Hospital Facilities Management (YTHFM) is a wholly owned subsidiary of York and Scarborough Teaching Hospitals NHS Foundation Trust. We provide estates, facilities and medical engineering services that are essential to delivering safe, high‑quality patient care across the Trust’s hospitals and community sites. This is a senior leadership role with accountability for the development of the Trust’s built environment, ensuring it is safe, compliant, sustainable and fit for the future. As Deputy Director of Development, you will lead capital projects, property transactions and the delivery of net zero initiatives across YTHFM.
Main duties of the job:
- Provide strategic and operational leadership for capital development, property and net zero programmes.
- Lead complex capital schemes from business case to completion, ensuring quality, safety, value for money and compliance.
- Oversee significant capital budgets, with accountability for financial performance and risk.
- Act as Project Director for major developments, leading multidisciplinary teams and external partners.
- Provide expert advice to YTHFM and the Trust on estate development and contribute to senior‑level Trust and system planning.
Person specification:
Experience and Knowledge:- Evidence of delivery of capital programmes, property transactions and net zero programmes in a complex environment, at scale and to demanding timelines.
- Evidence of previous Senior Leadership roles in Capital Projects.
- In depth knowledge of Capital Delivery, Project Management, Property Management, Net Zero and Personnel Management.
- Strong Development Management expertise together with extensive experience of developing complex built environments.
- Significant experience of using digital platforms.
- Substantial knowledge of capital delivery, property asset management and Net Zero management best practice.
- Experience of developing alliances and partnerships within and across organisations.
- Proven ability of staff management for large people organisations.
- Track record of delivering projects within budget and to deadlines.
- Demonstrate a high level of political awareness.
- High level of organisational skills to manage and run large scale and highly complex operations.
- Exceptional influencing and negotiation skills using a collaborative approach.
- Experience of complex building and engineering systems.
- Advanced interpersonal skills to deliver highly complex, sensitive and potentially contentious messages.
- Master’s degree in an Engineering or a Construction Management related subject.
- Chartered membership of a relevant professional institution (IHEEM, CIBSE, ICE, etc.)
- Significant experience in a senior Estates and Facilities Management role within a complex organisation.
- Chartered professional registration / accreditation in relevant discipline.
