As a new Residential Developer in London, we have an opportunity for a Pre-construction Manager to join us on our exciting journey and be a key figure in shaping our future residential developments. We are seeking a highly skilled and experienced Pre-Construction Manager to manage and coordinate the design and procurement process during the pre-acquisition and preconstruction phases, ensuring high quality, cost effective solutions. The role will work closely with our existing internal team (UK & China) as well as external consultants, local authorities, specialist Contractors and Suppliers.
About the Role - The Suitable Candidate will be able to demonstrate:
- London New Homes Development background to a Senior Manager/Head of Department level with a mixture of Planning/Design/Surveying experience.

- Broad range of construction experience including main contracting, developing, construction management contract.
- Complex project management of multi-phase developments and managing multiple projects.

Responsibilities - Assist in land acquisition and preconstruction activities such as bidding, land purchase, cost planning, design control, budget management, supply chain management/engagement, procurement strategy, and support of procurement activities to point of contract. Review design documentation to identify risks, establish deliverables, and ensure compliance. Ability to support all stages of pre-construction design with the aim of optimising design efficiency and procurement routes with the goal of excellent commercial and design success. Conduct site visits and inspections as required. Appoint, manage and co-ordinate consultant teams. Oversee developments through pre-planning and planning – liaising with relevant statutory, industry and other bodies. Prepare scope documents for surveys, investigations, and regulatory compliance. Manage design briefs, fee proposals, and budget estimates. Assist on the preparation of board submissions for land acquisition approval, including document formulation and collation. Oversee design planning, programming, and coordination of specialist consultants. Evaluate design solutions, identify opportunities for value engineering, and manage RFIs prior to the Construction phase. Ensure compliance with regulatory approvals and industry standards. Chair design team progression meetings with consultants during pre-construction meetings. Maintain strong internal and external relationships and manage expectations throughout the land acquisition and pre-construction phase. Enhance collaboration with relevant departments including land and planning, sales and marketing, commercial and design management teams. Support in the careful consideration of the golden thread and BSA gateway strategy for each project and tying this back to the project procurement strategy, identifying the correct supply chain that can truly deliver the requirements. Contribute and lead on certain policies and procedures. Effectively contribute to the evolving business strategy, including cultural dynamics. Strategic engagement with main contractors - early engagement to drive greater cost certainty and up to date rates, review and improvement of cost plans and construction programmes. Early engagement of contractor and consultants where unfamiliar risks are identified, and no in-house expertise exist. Undertake any other duties as required by the Chairman or Senior Leadership Team in China.
Skills, Experience and Qualifications - Minimum 7 years of relevant experience in London focussed residential developers with a proven ability to understand, plan and execute the pre-acquisition and pre-construction periods when faced with a variety of diverse challenges. Related degree with sector relevant professional body membership. Demonstrable leadership skills including: Setting objectives, Giving feedback, Coaching, Listening, Painting a compelling picture, Influencing others.
