Your Role
As part of GMCAs Education, Skills & Work directorate, this role will support high quality, evidence-based policy and strategy development to support Greater Manchesters ambition for an integrated education, skills and work system that connects residents, localities, providers and businesses to inclusive growth and opportunity. The role will involve working with key partners and experts, helping to drive system change and shaping policy, strategy and delivery in Greater Manchester – including the opportunities presented by the city-regions place at the forefront of English devolution.
Your Role
As part of GMCAs Education, Skills & Work directorate, this role will support high quality, evidence-based policy and strategy development to support Greater Manchesters ambition for an integrated education, skills and work system that connects residents, localities, providers and businesses to inclusive growth and opportunity. The role will involve working with key partners and experts, helping to drive system change and shaping policy, strategy and delivery in Greater Manchester – including the opportunities presented by the city-regions place at the forefront of English devolution.
The post holder will be expected to develop, maintain and apply specialist, up-to-date understanding of relevant policy/strategy thinking, and to proactively identify opportunities and connections between areas of specialist expertise and the wider ESW and labour market policy landscape in Greater Manchester. With expert knowledge of the ESW policy landscape this role will support strategy development for key GMCA and Mayoral priorities, such as the MBacc and Live Well (with a particular focus on young people). They will be expected to contribute to policy analysis and development, lead cross-cutting strategic projects, and support senior leaders and politicians through providing high quality policy advice, briefings and products with clear messaging and recommendations.
About You
You will require experience and excellent understanding of the education, skills and work policy landscape (with a particular focus on youth employment and technical education) as well as an understanding of how this relates to the wider priorities and strategies of the Greater Manchester Combined Authority.
You will be keen to develop your policy and strategy career in a fast-moving and exciting environment working directly with a range of internal and external stakeholders. You will have extensive experience of working in a complex multi-partner environment and working to challenging deadlines. You will have the versatility and time management skills to work across multiple evolving projects.
You will be comfortable with working with senior politicians, central government, business, and providers across the education, skills and work landscape. You will have excellent interpersonal skills and awareness of the equalities impact of our work. You will take a creative leading role in influencing our policy and strategy development and be passionate about the impact this will have on Greater Manchester as a leading city region.

Our hybrid working policy sets out a flexible approach, combining attendance at our [Manchester city centre office / Fire and Rescue service HQ in Swinton / other location] with remote working, typically from home; the location of work is primarily dictated by the needs of the business: Do what is right for you and the business on that day.
