The Role

The postholder will play a pivotal role in commissioning, leading and learning from our programmes and policy work designed to tackle migrant homelessness and rough sleeping in Greater Manchester. Acting as programme lead on interventions like the Restricted Eligibility Support Service (RESS) and GMCAs services targeting refugee homelessness, the postholder will be committed to the continuous improvement of our offer for non-UK nationals experiencing homelessness, whilst ensuring that the insight and learning from our responses contribute towards our wider aims for Public Service Reform in Greater Manchester.

This role will also be responsible for driving relevant parts of the GMCAs Migration and Inclusion Strategy, embedding the migration programme within GM\’s Live Well and Housing First ambitions. This will include working to identify strategic, policy and practice opportunities to improve how non-UK national residents of Greater Manchester are supported to navigate vulnerability and find stable homes that enable them to live well and thrive.

For this role it is essential that you have a comprehensive understanding of homelessness and rough sleeping, as well as the specific risks and complexities that make non-UK nationals more likely to experience it. You must have an understanding of how the immigration and asylum systems affect peoples lives and impact on local systems. You must be able to think strategically across a range of policy areas, manage and continuously improve commissioned programmes, and engage with a wide range of stakeholders – including communities – to develop policy and deliver system change.

You will be able to inspire confidence, provide credible leadership, work in a highly politicized environment, build and maintain relationships, motivate and drive delivery of changes at pace. You must be used to finding solutions and making decisions autonomously on difficult issues, working to tight and often changing timescales. You will be highly organized, able to prioritise your own work and work well across mixed teams.

We encourage applications from people with migrant backgrounds and relevant lived experience.
