Role Summary

We’re seeking an experienced and highly influential Strategic Stakeholder Engagement Lead to play a pivotal role in one of Xoserve’s major transformation programmes. Reporting to the Head of Customer Engagement, this role will lead the end-to-end stakeholder engagement approach, shaping how we communicate, listen, and build trusted relationships across a diverse internal and external audience. You’ll be at the forefront of driving meaningful engagement, ensuring stakeholders are informed, heard, and represented in key decision-making. Acting as a visible ambassador for our programmes, you’ll translate complex delivery into clear, impactful communication—while championing stakeholder insight at Executive level. This is a unique opportunity to influence high-profile programmes, strengthen customer relationships, and help shape how we deliver change across the organisation.

Responsibilities

  • Design and shape major programme engagement strategy: Lead the design and shape Stakeholder Engagement Strategies to respond to programme plans and stakeholder needs.
  • Execution against communication plans: Using the Stakeholder Engagement Strategy, lead the development and execution of the communications plan. Work collaboratively with other relevant Xoserve teams and external organisations, e.g. Joint Office, to avoid clashes and optimise stakeholder engagement. Proactively manage and improve externally facing content on the website, newsletters, customer and programme briefings. Responsible for briefing and working with senior & executive leadership in advance of stakeholder meetings.
  • Build Stakeholder Trust: Lead the development of stakeholder trust and reputation management. Create strong feedback loops, including responses to formal stakeholder letters when appropriate. Advocate for Programme and stakeholder interests whilst they are not in the room.
  • Customer Insight: Accountable for ensuring that the meaningful insight is gained from stakeholder engagement and listened to. Responsible for sharing insight with relevant internal parties. Monitor the changing stakeholder needs and sentiment and outline appropriate solutions to manage expectations.
  • Stakeholder Management: Act as a bridge between major programmes and external stakeholder organisations, building and maintaining proactive working relationships. Work across Xoserve to leverage other points of view as appropriate. Work closely with and develop relationships with 3rd party organisations delivering for major programmes.
  • Major programme Steering Committee Customer Advisor Management: Support major programme Customer Advisors in their roles and customer communications. Accountable for the regular planning, preparation and attendance for the customer-facing forums and drop-in sessions.
  • Input into strategic workstreams: Support Project Directors and other workstream leads with input into and reviews of other workstream content.
  • Programme Governance: Lead the Stakeholder Engagement workstream for major programmes, with ownership of RAID updates, identification and escalation of risks and issues. Responsible for reporting into project governance, reporting, RAID & decision-making.
  • Input into Xoserve & Industry governance: Input into Data Service Contract governance forums and Xoserve Board meetings as appropriate.
  • Input into Corporate & Internal Communications: Interface with internal teams, feeding into the Business Planning and Annual Reports. Produce major programme updates for internal communications and wider Xoserve Stakeholder Engagement events to ensure consistency of message.

Specialist / Technical Expertise

Essential
  • To have previous experience in a stakeholder engagement/communications role.
  • To have experience in working within large project and programme environments in a workstream lead or equivalent role.
  • To have a strong understanding of project governance and assurance.
  • To have experience in senior stakeholder facing roles and delivering & hosting industry-facing presentations.
  • To have proven experience of working to industry best practice standards within tight timescales in fast-paced environments.
  • To have experience and understanding of frameworks and methodologies relating to stakeholder and customer engagement.
  • To have experience with writing public-facing communications and in Microsoft PowerPoint presentation development.
Desirable
  • To understand Xoserve, its customers, and UK Link.
  • To understand or have previous experience in the UK Utilities Sector.
