Role Summary

Reporting to the Director of Strategy & Development, the Head of Strategic Development will lead a small team to shape and deliver Xoserve's strategic agenda, ensuring the organisation is well positioned to support industry transformation and its future role as Gas Network Code Manager.

The role will drive the development and delivery of strategic programmes aligned to Ofgem's Strategic Direction Statement, with particular focus on decarbonisation, data and digitalisation. Combining strategic insight, policy awareness and stakeholder influence, the postholder will identify opportunities, shape strategic responses and translate industry change into clear priorities, investments and outcomes for Xoserve.

Responsibilities

  • Lead the development and delivery of Xoserve's strategic roadmap, ensuring alignment with the Strategic Direction Statement and wider organisational priorities.
  • Own and lead strategic programmes across decarbonisation, data and digitalisation, ensuring alignment with Ofgem's Data Best Practice and Digitalisation Strategy, supported by robust governance, delivery oversight and benefits realisation.
  • Provide market, regulatory and policy insight, assessing emerging developments and translating them into strategic opportunities, risks and recommendations.
  • Lead the development of business cases, investment proposals and strategic initiatives that support organisational growth, capability development and industry transformation.
  • Shape and enhance Xoserve's strategic position in areas including low-carbon gases, digitalisation, data sharing and data governance.
  • Build trusted relationships with regulators, customers, shareholders, industry bodies and strategic partners to influence future industry direction and strengthen Xoserve's reputation.
  • Represent Xoserve externally, promoting thought leadership and ensuring the organisation remains at the forefront of sector developments.
  • Provide strategic input to major transformation programmes, ensuring business priorities remain aligned to future industry and market requirements.
  • Lead the development of Xoserve's digitalisation and data strategy, identifying opportunities to leverage technology, automation and AI to deliver industry and business value.
  • Prepare and present strategic recommendations, reports and business cases to Executive and Board-level audiences.
  • Lead, coach and develop a high-performing team, fostering strategic thinking, innovation and continuous improvement.

Specialist/Technical Expertise

Essential

  • Significant senior leadership experience in strategy, corporate development, transformation or business planning.
  • Proven ability to develop and execute strategic programmes that deliver measurable business and industry outcomes.
  • Strong understanding of the UK energy sector, regulatory environment and the strategic challenges associated with decarbonisation and digital transformation.
  • Experience developing investment cases, evaluating opportunities and translating strategy into actionable delivery plans.
  • Excellent stakeholder management and influencing skills, with experience engaging Executive, Board and external industry audiences.
  • Strong commercial, analytical and problem-solving capability.
  • Experience leading multifunctional teams and developing organisational capability.
  • Knowledge of data strategy, digitalisation, data governance and technology-enabled transformation.
  • Degree-level qualification or equivalent professional experience.
