An opportunity has arisen for a proactive and well-organised Executive Officer to provide essential coordination and support within a multi-agency emergency planning and resilience environment. This role is pivotal in supporting the delivery of local and regional emergency preparedness, ensuring legal and operational responsibilities are met.

Key Responsibilities

  • Coordinate planning and governance activities across a multi-agency resilience network.
  • Support delivery of statutory duties under the Civil Contingencies Act 2004 and related national standards.
  • Maintain and develop emergency plans and frameworks, ensuring information is accessible and well-managed.
  • Liaise with local partners and government departments to align planning activities and drive delivery.
  • Ensure robust meeting support and governance arrangements, including accurate records and secure documentation.
  • Monitor shared communications, respond to correspondence, and brief senior stakeholders on emerging issues.
  • Collate and share situational awareness updates across the network, chairing regular coordination calls.
  • Support emergency response structures during live incidents, helping shape the Common Operating Picture (COP).
  • Lead or contribute to specific workstreams, data analysis, and capability assessments.
  • Assist in organising exercises, training sessions, conferences, and multi-agency meetings.
  • Deputise for senior colleagues when required and take on additional tasks aligned with the grade.

Skills, Experience, and Training Requirements

  • Proven experience in a multi-agency or partnership setting.
  • Strong organisational and coordination skills in complex operational environments.
  • Excellent written and verbal communication skills, with experience drafting reports and plans.
  • Working knowledge of emergency planning legislation (e.g., Civil Contingencies Act 2004).
  • Good understanding of the roles of Category 1, Category 2, and voluntary sector responders.
  • Confident using Microsoft Office (Word, Excel, PowerPoint).
  • Comfortable working independently and taking initiative across multiple workstreams.
  • Strong interpersonal skills with the ability to influence and collaborate at all levels.
  • Willingness to travel to meetings across the region, occasionally outside of standard hours.
  • Ability to obtain or currently hold Security Check (SC) level clearance.
