A Little More About Your Role… The Project Controls Manager (Baseline Change) is responsible for ensuring that any change to the baseline is rigorously evaluated, governed and approved through established change control processes, preserving the credibility and integrity of the baseline. The baseline – encompassing scope, cost, schedule and risk – provides the integrated framework against which project performance is measured. The role acts as a subject matter expert in baseline management, applying deep knowledge and experience to design, embed and operate baseline change control processes. This includes coordinating and governing baseline change requests, ensuring that changes are consistently assessed across scope, cost, schedule and risk, and that approved changes are fully integrated into the project control environment. A core requirement of the role is experience supporting the development of cost budgets from first principles, including strong MS Excel capability to build, interrogate, and maintain cost models to support baseline establishment, change evaluation and informed decision-making.
Experience:
- Extensive knowledge of baseline management principles and practice, with proven experience applying them across scope, cost, schedule and risk on large-scale, complex projects or programmes.
- Strong working knowledge of project controls disciplines, including scope management, planning, cost control, and risk management, and how these are integrated into a single, coherent baseline.
- Demonstrated experience embedding and coordinating baseline change control processes, ensuring consistent application of change principles, thresholds, and approval routes to maintain baseline integrity.
- Proven experience supporting the development of fully documented and integrated baselines, working with project teams to establish credible and aligned control positions across scope, cost, schedule and risk.
