Role Purpose

The Bid, Proposal & Marketing Manager is responsible for leading the end‑to‑end production of high‑quality proposals, tenders and marketing collateral that support the business’s growth objectives. Working closely with technical teams, project managers and senior leadership, the role ensures the consultancy communicates compelling, client‑focused value propositions and maintains a strong, consistent brand presence in the market. The candidate would be based in Birmingham, working with Planning and Development teams.

Key Responsibilities

  • Bid & Proposal Management
    • Lead the full lifecycle of bids and proposals, including opportunity tracking, bid qualification, strategy development, content creation, reviews and submission.
    • Coordinate bid teams, ensuring clarity of roles, timelines and deliverables throughout the proposal process.
    • Assist in T&Cs, legal reviews and authorisation processes set out in the ORA (Opportunity Risk Assessment).
    • Develop win themes and value propositions tailored to client needs and strategic priorities.
    • Write, edit and structure high‑quality proposal content, ensuring technical accuracy and compelling narrative.
    • Manage clarification questions, submission formats and compliance with client instructions.
    • Maintain a library of reusable bid content, CVs, case studies, project sheets and graphics on BidHub, working with the teams to prepare this and keep them current.
    • Conduct bid debriefs and track performance metrics for continuous improvement.
    • Capture bidding and BD activity in the opportunities tracker.
  • Marketing & Communications
    • Develop and implement marketing plans aligned to business development objectives.
    • Create engaging content for digital channels, including website, social media, newsletters and thought leadership pieces, supporting the team in preparing their own posts and increasing their social footprint.
    • Coordinate production of marketing materials such as capability statements, brochures, sector packs and presentations.
    • Support event planning, conference participation and client outreach campaigns.
    • Ensure brand consistency across all internal and external communications.
  • Market & Client Intelligence
    • Monitor relevant frameworks, procurement portals and industry opportunities.
    • Conduct research on clients, competitors, market trends and strategic growth areas.
    • Provide insights to senior leaders and business development teams to guide pursuit decisions.
  • Collaboration & Stakeholder Engagement
    • Work closely with directors, discipline leads and project managers to develop accurate and client‑focused proposal content.
    • Facilitate storyboarding, kick‑off sessions and review meetings to align technical and commercial messaging.

  • Proven experience in bids, proposals, marketing or business development within professional services—ideally engineering, construction, architecture or related consultancy sectors.
  • Strong writing, editing and communication skills, with the ability to translate technical information into clear, persuasive content.
  • Highly organised, with the ability to manage multiple deadlines and work under pressure.
  • Excellent stakeholder management and facilitation skills.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel) and bid‑management tools.
  • Understanding of UK public‑sector procurement processes (e.g., frameworks, PQQs, ITTs) and private sector tendering.
  • Proactive and self‑motivated, with a strong drive for quality.
  • Collaborative team player with positive influencing skills.
  • Creative mindset, able to differentiate messaging and elevate the brand.
  • Comfortable working in fast‑paced environments with shifting priorities.
