The Project Controls Manager (Baseline Change) leads the responsible evaluation, governance, and approval of any change to the project baseline—scope, cost, schedule, and risk—to preserve credibility and integrity.
Role Summary
The manager acts as the subject‑matter expert in baseline management, designs, embeds, and operates change control processes, coordinates baseline change requests, and ensures that approved changes are fully integrated into the project control environment.
Responsibilities
- Coordinate and govern baseline change requests, ensuring consistent assessment across scope, cost, schedule, and risk.
- Embed and manage baseline change control processes, maintaining baseline integrity through thresholds and approval routes.
- Build, interrogate, and maintain cost models in MS Excel to support baseline establishment, change evaluation, and informed decision‑making.
- Collaborate with project teams to establish credible and aligned control positions across scope, cost, schedule, and risk.
Experience & Qualifications
- Extensive knowledge of baseline management principles and proven experience applying them across large‑scale, complex projects or programmes.
- Strong working knowledge of project controls disciplines, including scope management, planning, cost control, and risk management, and their integration into a single baseline.
- Demonstrated experience embedding and coordinating baseline change control processes, ensuring consistent application of change principles and approval routes.
- Proven experience supporting the development of fully documented and integrated baselines, working with project teams to establish credible control positions across scope, cost, schedule, and risk.
