A little more about your role… Ready to make your mark on some of Wales' most significant highways and infrastructure projects? Join our Cardiff Local Government team as a Principal Quantity Surveyor and help deliver the projects that keep communities connected and thriving.
You will be working as part of a multi-disciplinary team in WSP’s Local Government division and will be focused on the delivery of a variety of highways, bridges and infrastructure projects on behalf of Rhondda Cynon Taff, Bridgend and Merthyr Tydfil County Borough Council. The successful award of a new contract, and the increase in service requests for construction and procurement support, means that our teams have a great pipeline of varied work to look forward to delivering.
You will be working as part of a collaborative Construction Team – made up of Quantity Surveyors, Site Supervisors and NEC Project Managers, all playing an important part in delivering projects to improve local communities. You will play a pivotal role in managing the commercial aspects of projects, ensuring cost efficiency and contractual compliance throughout the project lifecycle.
This is a varied role, with core responsibilities including:
- Preparing detailed cost estimates, budgets, and forecasts for highways and infrastructure projects.
- Monitor and control costs throughout the project lifecycle.
- Assist with preparing tender documentation, bills of quantities, and procurement strategies.
- Manage and administer contracts (primarily NEC forms), including handling variations, claims, and dispute resolution.
- Ensure compliance with contractual obligations.
- Prepare and present cost reports, CVRs (Cost Value Reconciliation), and financial forecasts to stakeholders.
- Liaise with clients, project managers, and design teams to ensure smooth delivery and resolve commercial issues promptly.
- Identify risks and opportunities, implementing value engineering strategies to optimise project outcomes.

- Experience working as a Quantity Surveyor, or equivalent role, across highways or civil engineering projects.
- Strong knowledge of NEC contracts and commercial management processes.
- Excellent organisational, analytical, and communication skills.
- Ability to work collaboratively with multidisciplinary teams and stakeholders.
- Experience with digital cost management tools and ERP systems.
- Professional qualifications would be desirable.
