Technical Project Manager (TPM) needed to lead the end-to-end technical implementation of global telecoms and network infrastructure transformation for one of our leading retail clients.
The opportunity
Following a strategic procurement process, our client is transitioning to a modern dual-vendor architecture: including LAN/Wi-Fi, and 4G/5G connectivity and Verizon across over 320 stores. While the client will own supplier contracts and procurement, the WPP Infrastructure Project Manager will serve as the central technical authority and delivery lead, orchestrating third-party suppliers, internal engineering resources, and IT stakeholders to ensure a seamless, low-risk, on-time rollout.
What you'll be doing
- Technical Delivery & Implementation Management: Lead the technical execution and site-by-site migration across retail estate (UK, US, Europe) and corporate locations (HQ, Distribution Centres, Hubs). Develop and maintain the integrated master deployment schedule, tracking technical milestones, site readiness, and critical path dependencies. Coordinate low-level design (LLD) reviews, proof-of-concept (PoC) testing, and field deployment sign-offs.
- Dual-Vendor Governance & Coordination: Act as the primary technical bridge between Nasstar, Verizon, and IT operations. Manage joint technical working groups to resolve cross-vendor boundary dependencies (e.g., SD-WAN integration, IP Addressing, Firewall/security policies, and voice routing between retail and corporate domains). Ensure vendor engineering teams adhere to technical standards, deployment quality guidelines, and agreed Service Level Agreements (SLAs).
- Site Rollout & Field Operations Management: Oversee site survey schedules, hardware staging/logistics, wayleave/access approvals, and local circuit installations (broadband, cellular, dark fibre). Coordinate out-of-hours store deployments with retail operations to minimise disruption to trading hours and Point-of-Sale (POS) systems. Establish and execute rigorous Site Acceptance Testing (SAT) protocols before declaring sites operational.
- Risk, Dependency & Change Management: Identify, log, and proactively mitigate technical risks, circuit delays, and site-level installation bottlenecks. Manage technical scope changes, assessing impact on schedule, dependencies, and network architecture before presenting commercial implications to procurement.
- Service Transition & Governance: Ensure a smooth transition from implementation project state into ongoing Operational Service Management (BAU). Ensure all network documentation, asset registers, monitoring tool integrations, and operational runbooks are delivered and accepted by Clarks IT.
What we want from you
- Experience: Extensive experience as an Infrastructure/Technical Project Manager leading complex, large-scale enterprise network/telecoms rollouts (SD-WAN, Managed LAN/Wi-Fi, SIP Trunking, Mobile/Cellular backup). Proven track record in multi-site Retail infrastructure deployments (hundreds of locations) alongside corporate office network transformations. Hands-on experience working in a multi-vendor delivery environment (managing tier-1 global carriers and specialist MSPs).
- Technical Knowledge: Strong conceptual understanding of SD-WAN architectures (e.g., Cisco Meraki, Fortinet, Versa), Managed Wi-Fi, 4G/5G failover, SIP/VoIP, and Cloud connectivity (AWS/Azure). Familiarity with circuit provisioning processes, site cabling standards, and retail POS network segmentation/PCI-DSS compliance requirements.
- Certifications: PRINCE2, PMP, or Agile PM certification required. ITIL Foundation v3/v4 strongly preferred. Networking fundamentals (e.g., CCNA or equivalent experience) is a strong advantage.
- Soft Skills & Leadership: Exceptional stakeholder management and communication skills; able to translate technical complexities for business executives and commercial teams. Highly resilient with strong conflict-resolution skills when driving vendor accountability.
