The Head of Procurement at LHCPG is responsible for ensuring the efficient and compliant delivery of procurement activities by streamlining processes and fostering innovation. This role involves coordinating cross‑functional teams to meet procurement deadlines, synchronising procurement programmes with pre‑tender and post‑award activities, and collaborating with regional procurement managers to enhance LHC product development and delivery.
What You Will Be Doing
- Leading, mentoring and performance‑managing the Group Procurement team, creating a collaborative, inclusive and high‑performing culture.
- Developing, implementing and maintaining LHCPG’s rolling ten‑year procurement strategy in collaboration with Regional Business Units (RBUs) and senior stakeholders.
- Ensuring compliant, professional and timely delivery of all procurement programmes across the LHCPG Group.
- Streamlining and standardising procurement processes while accommodating regional priorities and requirements.
- Acting as LHCPG’s central expert on public procurement regulations across England, Wales, Scotland and Northern Ireland.
- Managing end‑to‑end procurement programmes, from business case development through specification, tender, evaluation, award and mobilisation.
- Coordinating technical, marketing, finance and IT colleagues to ensure procurement programmes are delivered to agreed timescales.
- Overseeing supplier due diligence, governance, audit trails and certification requirements across all framework arrangements.
- Managing the Dynamic Purchasing System (DPS) and third‑party procurement platforms.
- Working closely with RBUs to ensure procurement solutions meet regional needs and support successful client delivery.
- Developing and delivering procurement training, guidance and best practice resources for internal teams.
- Representing LHCPG at industry events, workshops and public sector procurement forums.
What You Need
- Proven experience leading, mentoring and performance‑managing procurement teams.
- Significant experience delivering complex public sector construction or building maintenance procurement programmes.
- Detailed knowledge of public procurement regulations, contractual frameworks and compliance requirements.
- Experience developing and managing multi‑user, multi‑supplier frameworks.
- Strong strategic capability with experience presenting business cases and plans to senior stakeholders.
- Excellent communication, influencing and stakeholder engagement skills.
- Highly organised, process‑driven and able to manage multiple programmes to tight deadlines.
- Commercially astute, numerate and confident using procurement and eTendering systems.
- MCIPS or FCIPS qualification (essential).
- Degree‑level education (desirable).
- Experience of procurement in devolved administrations and cross‑border procurement (desirable).
