We are seeking an experienced Proposal Manager to join our offshore wind tendering team based in Kingston. This is a pivotal position supporting the pursuit of large-scale offshore installation and fabrication projects, often involving multiple structures and complex stakeholder environments. The ideal candidate will have a background in managing commercial bids for major offshore energy projects and the ability to lead multidisciplinary proposal teams through high-value tender processes from concept to contract award.
Key Responsibilities
- Lead the development and management of commercial proposals to maximize contract awards and optimize project outcomes.
- Develop comprehensive proposal plans and organize bid kick-off meetings.
- Define bid cost structures in collaboration with estimating teams.
- Coordinate inputs across partners, subcontractors, and internal departments.
- Analyze and interpret contract requirements, scope of work, and commercial conditions.
- Review and approve internal cost estimates and project cash flow forecasts.
- Define overall execution plans, resource strategies, schedules, and project architecture.
- Ensure alignment of all technical, procurement, and operational elements across the proposal package.
- Prepare and submit full proposal documentation to the client.
- Manage the post-bid clarification phase and support contract negotiations.
- Conduct thorough risk and opportunity analysis using formal tools such as ROBS.
- Produce detailed proposal close-out and cost closure reports.

- Significant experience in proposal management within offshore wind, offshore construction, marine infrastructure, or related industries.
- Strong understanding of offshore installation scopes and fabrication project delivery.
- Proven track record of leading multi-partner bids and commercial negotiations.
