Here\’s where you come in:

As a People & Culture (P&C) Manager in response, you will provide strategic leadership in people management & organizational development to optimize humanitarian emergency response start-up, early phase and medium-term performance, fulfill World Vision\’s mission, vision, Core values, and contribute to the well-being of vulnerable children and communities in disaster- and conflict-affected contexts.

The P&C Manager is responsible for developing and promoting P&C strategy, staff well-being, performance, and accountability culture, building a talented workforce with the right mindset and behaviors, and ensuring effective networking and a professional P&C function.

This role is a member of the Senior Leadership Team.

The P&C Manager ensures the timely provision of personnel to response plans, coordinating the allocation and deployment of staff to the response team, enabling efficient and effective response activities.

They work closely with all functions to ensure staffing needs are met to fulfill each function\’s objectives.

Key Responsibilities include:

  1. Developing a strategic P&C team and establishing response P&C policies, procedures, and systems (including recruitment).
  2. Conducting P&C assessments, including risks and capacity.
  3. Ensuring the P&C function has the capacity, systems, policies, and guidelines to drive response strategy.
  4. Providing leadership and technical support to the P&C team, coaching, mentoring, and monitoring professional growth.
  5. Designing efficient P&C systems, ensuring Workday is operational with accurate data.
  6. Appointing P&C leaders and determining organizational structure and staffing.
  7. Developing and applying policies specific to the response context.
  8. Supporting salary scale alignment and compliance with local employment laws.
  9. Establishing P&C administration systems for response objectives and audit compliance.
  10. Providing advice on people issues, ensuring staff handovers, and developing P&C budgets.
  11. Assessing workforce gaps and developing P&C strategies aligned with response plans.
  12. Collaborating with stakeholders to develop workforce and capacity-building plans.
  13. Ensuring staff engagement, well-being, and safety, including participation in crisis management.
  14. Promoting accountability, performance culture, diversity, and safeguarding.
  15. Developing onboarding and exit procedures, including security and safeguarding orientations.
  16. Establishing external and internal coordination with NGOs and stakeholders.
  17. Supporting learning, innovation, partner screening, and capacity building.
  18. Ensuring compliance with quality standards and lessons learned.
  19. Participating in partner screening and capacity assessments.
  20. Required qualifications include a Master’s degree in relevant fields, professional HR qualifications, and at least 5 years of senior HR experience, including in humanitarian contexts.
  21. Proficiency in English and another UN language preferred.
  22. Ability to travel domestically and internationally, with work sometimes exceeding 12 hours during emergencies.
  23. Additional qualifications include experience in humanitarian operations, staffing policies, and resilience in complex environments.
