Job Description:

Joining our Emergency Response Roster means you can be a part of our response, providing immediate support when disaster strikes.

Here\’s where you come in:

As a Livelihoods/Economic Development Advisor in a response, your primary responsibility is to spearhead the economic recovery and resilience-building efforts of affected households and communities. Your expertise will be instrumental in crafting and executing livelihoods interventions aimed at not just restoring, but enhancing, the economic well-being of those impacted by crises. The Livelihoods/ED Advisor is responsible for:

  1. Drafting the Livelihoods and ED strategy.
  2. Supporting the development of Livelihoods and ED programs.
  3. Providing technical support to project teams for quality assurance.
  4. Empowering and building capacities of the field staff.
  5. Representing the Response in cluster and working groups and with relevant Ministries/stakeholders.
  6. Advocating for the prioritization of livelihoods and economic recovery within the broader humanitarian agenda, leveraging your expertise to drive policy dialogue and resource mobilization efforts.

Key Responsibilities:

Strategy & Program Development

  • Lead the development of a comprehensive Livelihoods and Economic Development (ED) strategy tailored to the needs of affected populations.
  • Craft innovative approaches and interventions prioritizing sustainable, resilient livelihoods.
  • Meet donors to preposition new program ideas and models based on evidence.
  • Develop technical components of new proposals, ensuring sustainability and impact.
  • Provide input into budgets of technical components within proposals.
  • Lead in design with Programs and Operations teams for new proposals based on emerging needs, documenting evidence.
  • Participate in developing new Response strategies and priorities.
  • Lead development of technical approaches and programs aligned with strategy.

Support implementation, monitoring, and reporting

  • Provide technical supervision to field staff, including coaching and resource sharing.
  • Monitor implementation and establish impact measurement systems.
  • Drive conceptualization and implementation of Livelihoods and ED programs.
  • Collaborate with stakeholders to maximize intervention impact.
  • Conduct field visits to monitor project progress and challenges.
  • Co-lead with MEAL team the development of Evidence Building Plans.
  • Develop sector measurement tools with MEAL team.
  • Review procurement bids and reports for quality and value.
  • Organize learning sessions to document evidence and lessons learned.

Staff matrix Management & Capacity Building

  • Revise JDs and participate in recruitment of relevant staff.
  • Develop and share capacity building plans.
  • Orient and train staff on Livelihoods/ED standards and tools.
  • Provide performance feedback.

Networking & External Engagement

  • Engage with external stakeholders and partners.
  • Participate in workshops and internal meetings.
  • Coordinate with regional and global offices as needed.

Learning and Research

  • Participate in lessons learned events and establish systems to inform programming.
  • Contribute to research initiatives and proposals.
  • Conduct situational analysis and feed recommendations to the Response team.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education: Bachelor’s in Livelihoods/ED, Economy, Food Security, Agriculture, or related fields. Master’s preferred in Economic Development, Business, or Food Security.

Required Professional Experience: 3-5 years in Economic Development or Livelihoods/ED, experience in NGO and humanitarian settings, capacity building, needs assessment, and project design, with experience working with UN agencies and government stakeholders.

Preferred Experience: Program design, women economic empowerment, strategy development, HEAT certification.

Travel and Work Environment: Ability to travel domestically and internationally, work in challenging environments, and communicate effectively in English. Other UN languages are a plus.
