Job Description

Job Purpose

In line with the WVI Disaster Management Standards for global emergencies, this position fills an essential function of Advocacy & External Engagement for World Vision’s Humanitarian Responses. This role is critical to providing advocacy & external engagement guidance, capacity tools, reporting, and direct support to the Humanitarian Responses.

This role is responsible for designing and directing the implementation of the Response’s advocacy and external engagement strategy, supporting the operational and programmatic goals.

The incumbent will implement long-term and/or time-bound, targeted influencing strategies to achieve shifts in international policy towards children and families affected by disasters or crises, especially in fragile contexts. The focus will be on strengthening protection of children’s rights during the response and addressing operational constraints to reach the most vulnerable children with humanitarian aid.

She/he will possess strong representation, negotiation, policy knowledge, and influencing skills, along with a well-developed network of external contacts. The external engagement will help position World Vision with key stakeholders to grow response income from UN/other multilaterals, increase influence on the response, and strengthen partnerships. Responsibilities include providing direction and support for external engagement with Tier 1 and 2 stakeholders, identifying influencing opportunities, leading planning for events and engagements, and representing World Vision externally. They will also support senior leaders and staff in these efforts.

This role manages internal coordination mechanisms, such as the Advocacy Response Group, and works closely with the Global Center Disaster Management Humanitarian Policy and Advocacy Team. The role tracks humanitarian financing trends and advocates on access issues, providing impact reports on advocacy and external engagement.

Key Responsibilities

Strategic Leadership

  • Implement the Response’s advocacy & external engagement plan.
  • Collaborate with World Vision’s UN advocacy representation in Geneva and New York, and with regional and national capitals.
  • Develop relevant policies, reports, and briefings on the Response, working with the GCDM H-Policy Team.
  • Advise Response leadership on major advocacy issues, implications, and strategies, especially regarding access and funding.

Representation & External Engagement

  • Represent World Vision on humanitarian issues to governments, donors, academia, and NGOs.
  • Maintain and build a network of external humanitarian contacts.
  • Ensure coordination and communication across global and regional offices regarding policy engagements.
  • Identify and oversee external influencing opportunities for senior leaders and staff.

Response Operations Support & Impact Reporting

  • Lead the Humanitarian Response Advocacy Response Group and participate in the Partnership Executive Team.
  • Work with operations and programming leads to ensure children’s rights are central to strategy and grants.
  • Maintain mapping of coordination mechanisms and participation levels.
  • Provide strategic advice on power mapping, private advocacy, and implications for engagement.
  • Monitor funding trends and prepare for funding opportunities.
  • Identify child rights violations and lead data-driven advocacy.
  • Support advocacy impact reporting and ensure integration of advocacy objectives into regional strategies.
  • Train and coach staff on humanitarian advocacy and external engagement.

Knowledge, Skills, and Experience

Required Education and Certifications

  • 10+ years of relevant experience, including management in humanitarian contexts.
  • Postgraduate degree in international relations, development, law, or related field.
  • Fluent in English; proficiency in a second UN language (French or Arabic) preferred.

Professional Experience

  • Deep understanding of civil society’s role in the humanitarian system.
  • Familiarity with UN and coalition processes; experience in Geneva or NY is a plus.
  • Excellent writing skills and ability to translate complex data into policy narratives.

Preferred Qualifications

  • Management of multicultural teams, including virtual teams.
  • Strong negotiation, collaboration, and strategic thinking skills.
  • Ability to work under pressure, meet deadlines, and travel internationally.

Work Environment and Travel

  • Ability to travel domestically and internationally.
  • Work hours may exceed 12 hours during response periods.
  • Work may occur in insecure or disaster-prone environments with substandard facilities.

Languages

Fluent in English; additional UN languages are a plus. Local languages relevant to the context are beneficial.
