Strategic Capex & Technical Procurement Lead (Hybrid)

We are seeking a Senior Strategic Sourcing Manager to lead end‑to‑end sourcing, contracting, and supplier management for major capital projects and ongoing facilities repair and maintenance (R&M) services across our Aviation and Marine operations. This role drives competitive bidding outcomes, reduces commercial and operational risk, and ensures safe, on‑time project execution. You will work closely with Operations Directors, Project Managers, HSE, Legal, and Finance to deliver measurable cost savings, optimize total cost of ownership (TCO), and support multi‑site program delivery.

What You’ll Do

• Sourcing & Bidding
  • Lead RFI/RFQ/RFP cycles for Capex construction, tank and fuel system projects, and facility service programs.
  • Develop scopes of work, bid documents, evaluation criteria, commercial terms, and award recommendations.
  • Build sourcing strategies, maintain qualified supplier lists, and conduct market and vendor analysis.
  • Perform supplier qualification, due diligence, and risk assessments covering safety, financials, capacity, and historical performance.
• Financials & Controls
  • Deliver cost savings, cost avoidance, and TCO improvements.
  • Support forecasting, accruals, purchase order/contract compliance, and payment term management.
  • Ensure adherence to procurement policy, DOA, and internal controls.
• Supplier Management
  • Track contractor performance, safety metrics, quality results, and SLA/KPI compliance.
  • Implement corrective actions and continuous improvement plans.
  • Maintain accurate supplier data, rate sheets, and contract records.
• Facilities Services Procurement
  • Lead sourcing for preventive maintenance programs, R&M services, and reactive service needs.
  • Develop SLAs and KPIs and monitor adherence through regular performance reviews.
• Project & Stakeholder Support
  • Align sourcing and contracting timelines with project schedules and capital approval gates.
  • Support cost estimation, budgeting, benchmarking, and value engineering initiatives.
  • Troubleshoot scope deviations, supplier delays, and performance issues.
• Contracting & Risk Management
  • Draft, redline, and negotiate contracts including MSAs, Frame Agreements, Construction Contracts, and fixed‑price agreements.
  • Establish contract governance structures including insurance requirements, bonding, warranties, LDs, lien waivers, and change‑order controls.
  • Partner with Legal, HSE, and Finance to validate compliance, safety, indemnity, and regulatory requirements.
  • Manage contract amendments, change orders, renewals, and closeout documentation.
