Workwell are delivering a strategic, multi-year programme to build an integrated global workforce platform.

The programme aims to deliver efficiency through automations and integrates several back-office systems spanning client request management, worker onboarding and compliance, time and attendance, payroll processing, and client billing.

It is a technically complex, high-visibility programme operating across several delivery streams.

The Pay & Bill stream sits at the commercial heart of the programme, encompassing payroll automation, time-to-pay processing, expense and leave management integration, and multi-currency invoicing.

The Pay & Bill Delivery Manager is a key role responsible for the end-to-end delivery of the Pay & Bill stream within the Global Workforce Programme.

You will drive delivery across multiple concurrent projects within the Pay & Bill programme, each with its own scope, team, dependencies, risks, and delivery cadence.

Reporting to the Group Programme Manager, you will be accountable for delivery across payroll automation, system integration, data migration, expense and leave management onboarding, invoice generation, TOM design and transition, and multi-currency processing.

You will lead a cross-functional team, manage third-party technology partners, and operate within a complex multi-team environment spanning different tooling, methodologies, and organisational boundaries.

The right candidate will bring both the rigour of a programme manager and the hands-on instincts of a delivery leader who thrives in complexity.

You will be accountable for on-time, on-budget, quality delivery of this stream while adhering to governance standards being embedded across the programme.

What you’ll be doing

  • Own and manage the full Pay & Bill delivery portfolio, running multiple concurrent projects within the stream including integrations with multiple systems, data migration, expense management onboarding, leave management onboarding, invoice consolidation, currency conversion, and pay and bill automation.
  • Maintain a consolidated stream roadmap with clear milestones, critical path visibility, and phase-gate criteria aligned to the programme-level roadmap.
  • Define project structures for each workstream within Pay & Bill including scope, resource requirements, delivery approach, and success criteria, ensuring each project is set up to deliver before work begins.
  • Create, maintain, and track all detailed project plans including delivery, data migration, business readiness, communications, training, and testing, monitoring actuals against budget/ planned throughout.
  • Manage competing priorities and resource contention across concurrent projects, making evidence-based decisions on sequencing, trade-offs, and escalation.
  • Produce regular reports and forecasts for the Group Programme Manager, highlighting variances, risks, and reforecast positions with clear explanations and proposed mitigations.
  • Produce weekly stream status reports across all active projects using standardised RAG formats, contributing to programme-level reporting.
  • Own and maintain the stream RAID log across all projects, escalating critical risks, issues, and dependencies with clear mitigation and resolution plans.
  • Represent Pay & Bill at governance forums, steerco, and architecture review boards, providing accurate delivery status across all concurrent projects.
  • Ensure all delivery artefacts plans, RAIDs, requirements, decisions, and meeting records are maintained and up to date.
  • Identify, map, and actively manage cross-stream and cross-project dependencies particularly with the CRM, integration/API, time and attendance, worker portal, and compliance onboarding streams.
  • Be the primary point of contact for Pay & Bill delivery with internal stakeholders
  • Own the data migration project plan end-to-end covering discovery, profiling, cleansing, mapping, migration runs, reconciliation, sign-off, with clear entry and exit criteria at each stage.
  • Own delivery of the Pay & Bill Target Operating Model, ensuring design decisions are translated into actionable deliverables and that every project remains aligned to the agreed future-state operating model.
  • Ensure transition states are defined, sequenced, and built into project plans, covering people, process, roles, handoffs, and controls, not just technical change.
  • Ensure that integration decisions, workflow designs, and system configurations are evaluated against the agreed TOM before sign-off, challenging the team where proposals risk deviating from the target state or creating future operational or technical debt.
  • Own the change control process, assessing the impact of scope changes on cost, timeline, and dependencies before escalating to the Group Programme Manager for approval.
  • Own change impact assessments, ensuring operational implications are fully understood, communicated to affected stakeholders, and planned for ahead of each delivery phase.
  • Own business readiness across all Pay & Bill go-lives ensuring Finance, Payroll Operations, and Client Services are operationally prepared before any deployment is approved.
  • Define and enforce go/no-go criteria for each release, managing cut-over planning, parallel running where required, and rollback plans.
  • Own the hyper-care period post go-live, ensuring issues are triaged and resolved promptly and that formal operational handover to BAU is completed before each project is closed.
  • Lead the cross-functional Pay & Bill team across concurrent projects including Senior BA, developers, and testers, ensuring every project is resourced and structured to deliver.
  • Foster a culture of accountability, transparency, and continuous improvement across the stream.

We’d love to hear from someone that

  • 10+ years' experience delivering complex technology programmes, with demonstrable experience running multiple concurrent projects within a single programme stream, ideally in workforce management, payroll, or financial services.
  • Demonstrable experience managing cross-team dependencies in multi-workstream programmes, particularly where teams operate across different delivery tooling and methodologies.
  • Strong command of both Agile and waterfall/hybrid delivery approaches, with the ability to apply the right methodology to each project within the stream.
  • Proven experience delivering data migration projects as part of a wider systems integration programme, understanding of data profiling, cleansing, mapping, migration execution, and reconciliation.
  • Experience with Azure Dev Ops; able to operate effectively across both and contribute to tooling standardisation across the programme.
  • Solid understanding of Creating and maintaining plans, RAID management, dependency tracking, budget tracking and programme governance frameworks.
  • Domain Knowledge
  • Working knowledge of payroll processing, time and attendance workflows, and invoicing, ideally in a global, multi-currency context.
  • Familiarity with expense management and leave management processes and their interaction with payroll and financial reporting.
  • Sufficient understanding of API-based integration architectures to manage technical dependencies and identify delivery risk.
  • Understanding of TOM design and business operating model change in the context of technology-led transformation.
  • Familiarity with the operational and regulatory complexity of global payroll, including multi-currency, multi-jurisdiction, and statutory compliance considerations is advantageous.
  • Understanding of workforce or staffing platform ecosystems is advantageous.
