This is a Full Time Fixed Term Position. An exciting opportunity has arisen to join Hull City Council's Energy Efficiency & Regeneration Team as a Project Officer, supporting the delivery of ambitious neighbourhood regeneration and housing improvement programmes across the City.
This is a varied technical role, combining building surveying, project delivery and site monitoring. Working as part of a multidisciplinary team, you will undertake property surveys, develop technical solutions, support project design, monitor construction works and help deliver high-quality regeneration schemes from initial surveys through to project completion. Current programmes include the Council's Priority Streets Framework and Court Terrace Improvement Programme, alongside external wall insulation and retrofit schemes, private sector housing improvements and other grant-funded regeneration projects. This diverse portfolio offers the opportunity to work across a wide range of surveying, design and project delivery activities.
We are looking for someone with an HNC in Building Studies (or an equivalent qualification or relevant experience), together with a sound technical understanding of domestic construction. Experience of building surveying, AutoCAD (or similar CAD software), construction site inspections, contract administration or project delivery would be advantageous. You will be organised, customer-focused and capable of managing a varied workload whilst maintaining excellent technical records and attention to detail. This is an excellent opportunity to develop your surveying and project management experience whilst playing a key role in delivering projects that improve homes, neighbourhoods and the quality of life of Hull's residents.
ROLE AND PURPOSE
To provide a pivotal role within the Funding and Appraisals Team taking a role in providing a technical and surveying function to ensure that the City’s Neighbourhood Renewal programme is effectively delivered. This in turn supports the proactive management of capital and development programmes, and ensures they are able to withstand scrutiny from external agencies.
- Undertake scheme surveys for a range of private sector projects, including the necessary monitoring and management of contractors for the works.
- Support the Funding and Appraisals Team in all matters associated with the housing led renewal programmes, including compiling technical procurement documentation and undertaking robust tender exercises with the Programme Team to secure and appoint contractors to deliver the Neighbourhood Renewal programme.
- Work with the Programme Team and other project staff and regeneration partners to develop, implement and co-ordinate specific projects and initiatives to deliver the Neighbourhood Renewal programme within agreed frameworks and timeframes.
PRINCIPAL ACCOUNTABILITIES:
- Promote and safeguard the welfare of children, young people and/or vulnerable adults.
- Undertake a range of property surveys to support the delivery of a range of programmes.
- Be responsible for monitoring specifications and contractual documentation, to deliver a range of contracts.
- Support the recovery and complaints procedures, including gathering evidence, photographing & recording damage and providing witness statements.
- Assist in the monitoring and supervision of budgets, proposing solutions and implementing agreed actions for any potential over or under spend.
- Agree sign off of Construction Activities with contractors and other Technical Advisors.
- Monitor key contractual targets against Key Performance Indicators and produce performance reports for monitoring contractors.
- Plan, organise, conduct and attend meetings as required, including contractual meetings and liaising with all stakeholders.
- Communicate effectively with contractors, partners and other service areas, providing technical and specialist advice, either verbally or written, to customers, Housing Managers, Elected Members, Senior Managers, Emergency Services and Utility Providers.
- Oversee contracts and ensure that the partnering contractor is fully aware of the expected level of quality and is compliant with the relevant standards required, including Health and Safety on site.
- Undertake site visits and meetings with contractors, other interested parties and statutory undertakings to ascertain their requirements and whether their needs are being met.
- Agree a range of variations and changes to the agreed specification and on any on-site issues, during a range of construction projects.
- Undertake the client responsibility under Construction Design Management (CDM).
- Ensure personal responsibility for health & safety and that of other employees; additional responsibilities are identified in the Council’s Corporate H&S policy.
