This is a full time permanent post. Are you passionate about turning data into insight? We are looking for an experienced and innovative Power BI & Performance Intelligence Lead to drive the development of modern business intelligence solutions across Children's Services. This is an exciting opportunity to take ownership of the teams Power BI reporting capability, leading the design and creation of impactful dashboards that support operational excellence, strategic decision-making, and improved outcomes for children, young people and families.

About the Role

As the lead for Power BI development and performance analytics, you will play a pivotal role in shaping how data is used across the Directorate. You will work directly with senior leaders, managers, and frontline services to design and deliver interactive dashboards, visualisations, and performance reporting solutions that provide meaningful insight into service delivery and outcomes. You will champion best practice in data visualisation, develop innovative reporting solutions, and create a culture where evidence-based decision-making sits at the heart of service improvement.

Key Responsibilities

  • Lead the design, development and implementation of Power BI dashboards and reporting solutions across Children's Services.
  • Create visually compelling and user-focused dashboards that transform complex data into actionable insights.
  • Act as the team’s Power BI subject matter expert, driving innovation and continuous improvement in business intelligence reporting.
  • Collaborate with senior leaders and operational managers to understand business requirements and translate them into effective dashboard solutions.
  • Develop robust data models, measures, KPIs and performance frameworks within Power BI.
  • Consolidate data from multiple systems into a single source of truth to support strategic and operational decision-making.
  • Lead the automation of manual reporting processes, improving efficiency, accuracy and accessibility of information.
  • Monitor and improve data quality, ensuring high levels of accuracy, integrity and governance.
  • Produce performance analysis and intelligence that supports service planning, inspections, audits and improvement programmes.
  • Mentor and support colleagues in the effective use of Power BI and performance information.

About You

We are looking for someone who combines technical expertise with a passion for delivering meaningful business intelligence solutions across our children and young people service. You will have:

  • Significant experience developing and leading Power BI dashboard solutions.
  • Strong expertise in data modelling, DAX, Power Query and data visualisation principles.
  • Experience working with complex datasets and translating business needs into reporting solutions.
  • Advanced analytical and problem-solving skills.
  • Experience using SQL and Microsoft Excel for data extraction and analysis.
  • Excellent stakeholder engagement and communication skills.
  • A proven track record of influencing decision-making through data and insight.

ROLE AND PURPOSE

To contribute to the delivery of outcomes oriented to services which promote children, young people and their family’s health, safety, achievement, enjoyment, contribution and economic well-being with the city of Hull. To ensure systems and system related products and business processes are fit for purpose, and to enable the extraction of data and the production of management information data and analysis which are quality compliant, enable performance assessment and improvement planning, and aid service delivery.

The post holder will undertake:

  • the production, analysis and interpretation of performance and monitoring information in relation to the business activities of the service;
  • the successful and timely completion of performance reports and statutory data returns; and
  • the preparation and support associated with inspection readiness activity across all current frameworks for Children, Young People and Family Services.

PRINCIPAL ACCOUNTABILITIES:

  1. To promote and safeguard the welfare of children, young people and/or vulnerable adults (Service Area to include where appropriate).
  2. Statutory Obligations - Ensure systems, system related products and business processes are compliant with local, national and statutory data reporting requirements and enable sound performance and analytical enquiry. Develop and maintain recording and reporting mechanisms using appropriate software to provide accurate and timely management information which enables robust performance monitoring, improvement planning and service development, and the fulfilment of statutory national reporting requirements including annual statutory returns. Lead or assist in the completion of statutory returns, to ensure the statutory requirements of the service are achieved and oversees the collation, production, aggregation, reporting and presentation of statistical information, on both a planned and ad hoc basis, to inform performance and service development decisions. Demonstrate good knowledge regarding the statutory data reporting requirements in relation to the identified needs of children, young people and their families and respond to routine requests for information and basic queries from bodies internal and external to the service.
  3. Provide support and advice to practitioners and management teams in meeting business standards and objectives, by identifying and reporting on business process compliance and performance indicators.
  4. Assist with system upgrades and the development of system related products, solutions and evolution, liaising with other service areas as necessary.
  5. Participate in directorate programmes and projects as directed, supporting analytical and statistical work including the preparation of reports and presentations for audiences at all levels within a single or multi agency setting such as Health, Police and charitable agencies.
  6. Collaborate with, and provide support to, practitioners and management teams in meeting business standards and objectives, by identifying and reporting on business process compliance, performance indicators and analysis of position against national and local targets.
  7. Respond to emerging conventions and changes in practice and provide advice and guidance in relation to the interpretation of complex data. Including the oversight and maintenance of complex systems and databases, including national tools such as the LAIT, and local systems such as (but not limited to) Liquid Logic, Capita ONE, YOIS, in order to meet the data, information and reporting requirements that provide assurance to Children, Young People and Family Services.
  8. Develop and maintain effective working relationships with internal and external stakeholders to ensure systems, business processes and management information are fit for purpose.
  9. Oversee and contribute to the delivery of standardised processes that maintain or enhance the quality, integrity and accuracy of data.
  10. Oversee and contribute to the design and development of appropriate platforms that enable electronic access to, and the dissemination of, data and information.
  11. Take responsibility for ensuring and actively promoting accuracy and integrity in key performance data with advanced interpretation and advice on emerging conventions and practice with specific regard to the reporting of key strands of performance data.
  12. Lead and collate the provision of statistical information to support the impact of initiatives and projects relating to children, young people and families, advising on technical solutions to data handling issues as appropriate.
  13. Report on and apply research and evaluative methodologies as directed and assist with agreed projects in relation to children, young people and families.
  14. Participate in networks of local, regional and national contacts to ensure opportunities for collaborative working are exploited and disseminated to the team and directorate.
  15. Maintain and develop effective communication channels that support the core business of the team and offer general administrative support to the wider service and directorates.
  16. Research and assist internal and external agencies and partners in understanding the information needs and requirements of local and national programmes designed to identify income strands to improve service delivery within Children, Young People and Family Services.
  17. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
