We are seeking qualified and experienced candidates for a senior civil engineering role within Transport Scotland’s Roads Delivery & Operations Directorate.

This is a challenging and rewarding position that offers the opportunity to make a meaningful impact on the lives of people across Scotland, both now and in the future.

Roads Delivery & Operations Directorate within Transport Scotland is responsible for the safe operation, maintenance, and improvement of the 3,500 km Scottish trunk road network.

As the largest asset owned by Scottish Ministers (valued at over £33 billion), the Directorate drives national road policy, resilience, and asset management.

Transport Scotland's A9 Dualling Programme, which is being delivered by Infrastructure Projects Directorate within Transport Scotland aims to deliver one of Scotland's largest transport infrastructure programmes - upgrading 83 miles of single carriageway between Perth and Inverness by 2035.

The Roads Delivery & Operations Directorate requires enhanced support to manage the increased workload associated with the A9 Dualling programme, particularly across consultation, procurement, delivery, and asset hand-back stages of the various projects and contracts that are under preparation or delivery.

Responsibilities

  • Support consultation and stakeholder engagement between the Roads Operations & Delivery Directorate, Infrastructure Projects Directorate, supply chain partners, and key stakeholders throughout the procurement and delivery stages of the A9 Dualling Programme.
  • Ensure that Roads Delivery & Operations Directorate requirements are effectively captured and delivered.
  • Facilitate coordination between stakeholders to support Infrastructure Projects Directorate in minimising the risk of compensation events, programme delays, and associated costs.
  • Coordinate and manage liaison with Roads Delivery & Operations Directorate teams (including Bridges, Standards, Operations, and Roads), Infrastructure Projects A9 Dualling team, the Operating Company (BEAR Scotland), and other key stakeholders.
  • Review engineering designs and proposals, including traffic management plans, to ensure compliance with operational and safety requirements.
  • Contribute to the preparation, review, and refinement of contract documentation and technical requirements.
  • Assist in planning and coordinating maintenance programmes ahead of and during the delivery of A9 dualling works.
  • Support the asset handover process, ensuring a smooth transition from construction to operational management.
