Technical Supervisor, Parking and Environmental Enforcement

Worcester City Council is seeking an enthusiastic, motivated, and experienced individual to join the Parking Services team as a Technical Supervisor. This is an exciting secondment opportunity for someone looking to develop their leadership skills while playing a key role in delivering front-line services that help keep Worcester safe, clean and welcoming for residents, businesses, and visitors.

As Technical Supervisor, you will be responsible for leading and supporting a team of up to 15 Civil Enforcement Officers and Environmental Enforcement staff, ensuring the effective day-to-day operation of the service. This is a pivotal role that combines operational leadership, performance management and technical expertise across both parking and environmental enforcement functions.

The successful candidate will take a lead role in parking performance reporting and will be responsible for investigating and progressing a range of environmental offences, including littering, fly-tipping, fly-posting, abandoned vehicles, Community Protection Notices and Public Spaces Protection Orders.

We are looking for someone who can confidently manage competing priorities within a fast-paced environment while maintaining high standards of customer service. You will be expected to work closely with colleagues, residents, businesses, elected members and partner agencies, dealing professionally with enquiries, complaints and service issues to ensure positive outcomes are achieved wherever possible.

To be successful in this role, you will have a strong understanding of parking enforcement legislation, environmental enforcement practices and associated regulatory powers. You will possess excellent communication and people management skills, with the ability to motivate and support staff while maintaining service performance.

Relevant management or industry qualifications are essential, together with good literacy, numeracy and IT skills. You will be comfortable producing reports, analysing performance data and using Microsoft Office applications, particularly Excel and Word, as part of your day-to-day responsibilities.
