Wood Process & Energy is currently seeking a site - Control of Work / PTW Coordinator to join us supporting an ongoing EPCm contract on a contract hire or FTC basis. The role will be full time based on the client site at Seal Sands in Teesside, United Kingdom.
Wood Process & Energy is recruiting a Control of Work Coordinator within the HSSE and Construction teams to provide execution of the HSSE function as a Permit Coordinator / Issuing Authority during the Construction / Pre-Commissioning / Commissioning phases. The opportunity requires experience working on medium to large scale EPC / EPCm projects within the Oil, Gas, Chemicals, Process, or other related industries, able to coordinate the activities of the delivery teams and appointed contractors within their assigned areas.
Responsibilities:
- Perform the role of Permit Coordinator / Issuing Authority, appointed by the Project or Contract Manager.
- Familiarity with Construction (Design and Management) Regulations 2015.
- Ensure all activities are conducted in accordance with Health and Safety at Work Act 1974.
- Surveillance and monitoring adherence to the approved Construction Phase HSE Plan.
- Acting as project Point of Contact for all PTW, develop and maintain a Project PTW Register and tracking system.
- Review PTW applications and associated documents for accuracy, completeness, and compliance with relevant regulations.
- Investigates and gathers evidence and prepares reports on PTW violation compliance and Safety / Environmental Incidents, to determine the cause of incidents and to avoid future incidents.
- Prepares and maintains reports, audits, inspections, investigations, files, and written correspondence on all PTW matters.
- Provides the resolution of technical questions arising in this area of specialty.
- Interface with the appointed Senior Authorised Persons/Area Authority and Isolating Authority.
- Provides PTW direction to project personnel, contractors and subcontractors engaged during the project execution.
- Coordinate with project construction, commissioning, operations, contractor, and vendor personnel.
- Monitors project work activities to ensure support of project PTW milestones.
- Performs duties as assigned to support the Construction Management Team.
- Conduct regular surveillance monitoring for compliance to the Project PTW procedure.
- Review and coordination of construction site activities including Management of Lifting Operations and compliance to Lifting Operations and Lifting Equipment Regulations 1998 (LOLER).
- Ensure that a smooth transition occurs from construction to commissioning.
- Ensure that all activities are carried out in accordance with Project HSE expectations.
- Take a positive role in HSE leadership and participate in construction team and contractors HSE activities.
- Work closely with Operations Team during the introduction of the Operational Control of Work System to ensure safe and controlled transition from the Construction / Commissioning PTW system to the Operational Control of Work System.
- Report on any incident as per Wood and Project requirements.
- Liaise with project team to provide an effective interface to facilitate resolution of any issues encountered.
- Participation in the daily coordination meetings, weekly progress (and other ad-hoc) meetings as required to ensure effective communications.
- Support the HAZCON process and constructability reviews, participate where required.
Qualifications:
- Demonstrable experience in a similar role with experience of working within a processing facility.
- Experience of EPC or EPCm projects.
- Educated to NEBOSH General Certificate (or equivalent) is preferred.
- A good knowledge and experience in the management of simultaneous operations is essential.
- Experience in execution of Construction, Pre-commissioning, Completions, Preservation and associated Safety Management systems.
- Knowledge & application of ISO 45001 Occupational Health and Safety Management (OHSAS 18001) & ISO 14001 principles.
- MCA awareness.
- Some experience with Completions Management Systems and processes through to completion and handover.
