The Infected Blood Compensation Authority (IBCA) is a new arms-length body set up to administer compensation to people whose lives have been impacted by the infected blood scandal. IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant. Successful applicants will join the Civil Service Pension Scheme. Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

We are looking for an entrepreneurial, credible, and energising Head of AI Delivery to establish and scale our AI capability from the ground up. As IBCA is early in its AI maturity, this role offers a rare greenfield opportunity promoting a culture of curiosity and safe experimentation while delivering tangible automation wins.

  • Define AI Strategy: Define, deliver, and continuously evolve IBCA’s platform-agnostic AI and automation strategy, aligning technical delivery with organisational priorities.
  • Manage the AI Pipeline: Lead the end-to-end lifecycle of AI use case discovery, validation, and delivery, applying robust gate-keeping mechanisms to execute & Fast Fail closures on unviable concepts while accelerating successful prototypes into production.
  • Embed Public Standards & Governance: Build upon the existing enterprise AI Governance and Risk Management Framework, ensuring alignment with the UK Government AI Playbook and the Algorithmic Transparency Recording Standard (ATRS).
  • Responsible AI: Establish and enforce robust oversight mechanisms to identify, audit, and remediate undocumented or decentralised AI applications operating across business units to protect sensitive organisational data.
  • Build Internal Capability: Lead the development of internal AI literacy programs to uplift staff confidence and promote continuous, safe digital improvement. Maximise existing Generative AI opportunities in IBCA, focus on adding value at minimal cost to the organisation.

Person specification

  • Capability Leadership: Experience of providing leadership for AI and/or data capability in a complex organisation to set direction, make decisions, ensure delivery and influence strategy.
  • Strategic Communication & Influence: Strong communication and influencing skills, with a demonstrated ability to translate complex technical concepts into clear business value and confidently challenge senior, non-technical stakeholders.
  • Data & AI Lifecycle Platform Delivery: Experience directing cloud-native data platforms and leveraging cloud services to enable AI capabilities. Proven track record leading the end-to-end lifecycle of digital or AI use cases, navigating technical pipelines from discovery and Proof of Concept (PoC) validation through to full-scale rollout or controlled closure.
  • Governance, Risk & Data Quality Management: Experience designing and enforcing robust governance, data quality standards, and assurance frameworks. This includes monitoring and improving data quality, ensuring data privacy and information security, assessing algorithmic impact, and mitigating decentralized Shadow Technology.
  • Data Engineering Depth: Background in data engineering, software development, or a related quantitative discipline, maintaining a hands‑on edge to evaluate technical options and supplier outputs pragmatically.

Additional information:
