This position can be either fully remote, partially remote or office based. TJ Hazell (Engineering Consultants) Ltd (TJH) is a long-established Civil & Structural Engineering consultancy operating across:

We are now seeking an experienced and commercially driven recruitment professional to develop and grow the Project Resources arm of TJH, covering both industrial/process sectors and commercial construction. This is a genuine growth mandate — not a maintenance desk.

The Opportunity

We are looking for a Recruitment Business Development Manager with demonstrable experience in engineering, construction or project-based recruitment. Your remit will be to:

  • Build and scale a Project Resources desk supplying white and blue collar professionals.
  • Win new business within engineering consultancies, EPC organisations, developers, principal contractors and construction businesses.
  • Establish contractor and permanent pipelines across design and site-based roles.
  • Position TJH as a credible project resource partner across multiple sectors.

This role offers significant autonomy and the opportunity to influence commercial strategy.

Key Responsibilities

  • Full 360 recruitment lifecycle management (business development, candidate generation, negotiation, account management).
  • Strategic new business development within engineering and commercial construction environments.
  • Engaging senior stakeholders including Engineering Directors, Construction Directors, Project Managers, Commercial Managers and Procurement.
  • Managing contract and permanent placements.
  • Building long-term consultative partnerships rather than transactional relationships.
  • Maintaining CRM discipline and delivering against revenue targets.

Target Markets & Disciplines

You will ideally have experience recruiting within one or more of the following:

  • Engineering & Process: Civil & Structural Engineers, Project Engineers, Project Controls & Planners, Quantity Surveyors / Commercial Managers
  • Commercial Construction: Site Managers, Project Managers, Design Managers, Construction Managers, Commercial & Cost Management professionals, Technical Services Managers, All blue-collar disciplines

  • Has a proven track record in 360 technical or construction recruitment.
  • Is commercially assertive and comfortable operating at senior level.
  • Understands contractor engagement models (PAYE, Ltd, CIS awareness essential).
