We have an excellent opportunity available for a dynamic and experienced Senior Development & Construction Project Manager to join our Commercial Property Team here at Wokingham Borough Council, on a full time, permanent basis. The Senior Development Project Manager is responsible for leading the delivery of complex and high-value development, regeneration and construction projects across the Commercial Property portfolio. The post holder will provide strategic oversight and project management expertise from initial feasibility, business case development and planning through to construction, handover and post-completion review.
The role has direct line management responsibility for three Development Project Managers, providing leadership, mentoring, performance management and professional development to ensure the successful delivery of the Council's capital programme. The Senior Development Project Manager will oversee project governance, programme performance, risk management and monitoring of project budgets, whilst taking personal responsibility for the most complex, high-risk and commercially significant projects.
Working collaboratively with internal services, Members, consultants, contractors and external partners, the post holder will ensure complex development and construction projects are delivered safely, efficiently and in accordance with the Council's strategic objectives, supporting the effective management and enhancement of the Council's commercial and operational property portfolio.

Key Responsibilities:
- Manage the delivery of the Council's most complex and high-value Capital Programme construction, regeneration and development projects, from inception to completion, to time, budget and service client satisfaction, and in line with the Council's procurement rules and regulations.
- Provide line management support and professional leadership to a team of three Development Project Managers, ensuring the effective prioritisation, resourcing and delivery of projects across the programme.
- Oversee the appointment and management of external consultants and contractors on spatial planning, property, highway, construction and other commissions which contribute to the planning, appraisal and delivery of development sites.
- Ensure all development proposals represent value for money and the optimum use of Council resources through on-going financial appraisal, assessment and production of robust business cases.
- Conduct risk assessments and implement mitigation strategies.
- Monitor construction project progress and provide regular updates to senior management.
- Liaise with local planning authority, politicians, stakeholders, funders and tenants on all planning and communication matters across the strategic property and commercial assets portfolio.
Candidate requirements:
- Degree-level, equivalent relevant construction professional qualifications or expertise.
- Evidence of continuous personal and professional development.
- Strong project management background, either in the private or public sector.
- Good IT skills including office software such as M365, SharePoint, Teams, Word, Outlook, PowerPoint and Excel.
- Well-developed written and verbal communication skills.
- Experience of managing construction projects to successful outcomes.
