Worcestershire County Council – Warndon Depot, Worcester
£37,036 - £39,513 per annum – 35 Hours per Week – Permanent – Highways and Transport Systems and Technology Team

Role Overview

We’re looking for a proactive, technically minded Systems Development & Data Engineer to help deliver Worcestershire’s most important transport technology projects. Working with the Highways & Transport Systems team, you’ll support the rollout of key BSIP and Enhanced Partnership schemes that improve reliability, accessibility and modernisation of public transport across the county. This role is ideal for someone with experience in transport, technology or digital systems who enjoys leading complex projects and turning ideas into delivered outcomes.

Responsibilities

  • Lead the development and delivery of systems such as real‑time passenger information, smart ticketing, and wider public transport digital infrastructure.
  • Manage budgets, suppliers, contracts and system performance.
  • Prepare business cases, briefs and reports to support investment decisions.
  • Provide technical advice on emerging transport technologies and system improvements.
  • Work with operators, partners and internal teams to ensure smooth delivery.
  • Use data and intelligence to support better decision‑making and evidence project impact.
  • Respond to enquiries and support customer‑facing communications.

Qualifications

  • Experience leading or delivering significant projects in a technical, transport or digital environment.
  • Strong understanding of ICT systems, data or technology implementation.
  • Confident project management skills with the ability to manage budgets, suppliers and competing priorities.
  • Good analytical skills with the ability to interpret complex information and present it clearly.
  • Excellent communication and partnership working skills.
  • Ability to work effectively within a political, customer‑facing and fast‑moving environment.

It would be an advantage if you have experience working in highways, transport or public transport systems, but this is not essential.

Why This Role Matters

Directly shape the county’s transport future. Be part of a growing, forward‑thinking team delivering real improvements to passenger experience, digital infrastructure, operational efficiency and network reliability with significant BSIP investment and a clear strategic direction.

Benefits

  • Great Holiday Entitlement – 26 paid days (pro rata for part‑time) up to 31 days after 5 years.
  • Brilliant Pension Scheme – Local Government Pension Scheme (LGPS).
  • Professional Learning & Development – encouragement to progress within the organisation.
  • Flexible Working – hybrid options for better work/life balance.
