About the Service

Worcester City Council’s Housing & Homelessness Service is committed to supporting individuals and families experiencing homelessness or at risk of losing their home. We provide a wide range of support, both in‑house and through strong partnerships, to help our customers achieve stable and secure housing. Prevention is at the heart of our approach – we work proactively to help people remain in their homes or move to more suitable accommodation before reaching crisis point. In recent years, we have made significant improvements to our temporary accommodation, enhanced the support we offer, and focused on improving the overall customer experience. We are proud of the high‑quality, person‑centred service we deliver. We are a large, dynamic service made up of five teams delivering a broad range of housing functions.

About the Role

Following the award of specialist government funding, we are establishing a new, dedicated team to deliver our ambitious plans to prevent homelessness, reduce rough sleeping, and protect vulnerable tenants. We are seeking an experienced and motivated Housing professional to lead this new team and play a key role in shaping and delivering this priority area for the Council. In this role, you will:

  • Lead and develop a new team delivering a proactive homelessness triage and early intervention service
  • Drive prevention activity to reduce homelessness and improve outcomes for residents
  • Oversee investigations and enforcement activity relating to tenancy breaches under the Renters’ Rights Act
  • Manage Project Officers delivering key strategic initiatives across the service, including affordable housing development
  • Use data, insight, and performance management to continuously improve service delivery

This is a rare opportunity to build a team from the ground up, influence how services are delivered, and take ownership of a critical area of work. You will play a central role in helping vulnerable households achieve sustainable housing solutions and in shaping the future of homelessness prevention in Worcester. You will work in a collaborative and supportive environment where partnership working with internal services and external agencies is fundamental to success.

About You

We are looking for a confident and inspiring leader who is passionate about preventing homelessness and improving lives. The successful candidate will have:

  • Extensive knowledge of housing and homelessness legislation, with proven experience applying this in practice
  • Significant experience working within a homelessness or housing service
  • Strong leadership skills, with the ability to motivate, support, and develop a high‑performing team
  • A proactive and flexible approach, with the ability to respond to changing service demands
  • Excellent partnership working skills, with experience of collaborating across organisations
  • A proven ability to improve performance and deliver efficiencies while maintaining high‑quality, customer‑focused services
